Pakistan's F-16s under strict US supervision

During a recent meeting of the US House International Relations Committee, Assistant Secretary of State John Hillen came under fire for the sale of F-16s to Pakistan. Hillen, however, detailed plans for ‘safeguarding’ defence technology to Pakistan by which the US will strictly enforce the following: a. Site surveys and end-use monitoring. b. Annual inspections/inventories of all F-16-related equipment. c. Facilities specific for F-16s storage of spare parts and maintenance. d. Enforcement of strict limitations on access to the planes. e. Complete segregation of F-16s from third country-origin aircraft (i.e. China) f. Express permission from the US before the PAF can fly the planes outside its own airspace. g. Full compliance with the security plan before the planes, weapons and equipment can be delivered.

Can anything further be said regarding the ‘sovereignty’ (or utter lack thereof) of this unfortunate nation? Sixty-two years of poor relations with the US, despite our complete capitulation to their every whim, have taught our leadership nothing. They trade national sovereignty for cheap junkets and kick-backs. It’s high time we took our business elsewhere. China makes an amazing array of fighter aircraft. We must get out of the US clutches as soon as possible in order to salvage our sovereignty and national interest.

Tell that to those narrow minded leaders who usurped Jinnah's vision to install their own version of a progressively fundamentalist minded leadershipt, in the process butchering the very idea of a progressive Pakistan.
Had Jinnah's vision remained intact, Pakistan would never have seen such blatant disregard of her sovereignity on an almost daily basis.

The F-16s were used to protect the nuclear warhead being transported to Chaghi for the nuclear tests. The F-16s were used to shoot down the Israeli UAV launched from India, so once we have them. Pakistani F-16s have flow to Saudi Arabia, Turkey, Egypt, Malaysia, US etc.. for war games, so I am not sure if I agree with the permission from US to fly them out of the country.

Yearly inspections are enforced for many weapon exports by US. Even the Boeing P-8i sold to India only US technicians will be able to service them and India will provide deployment plans for them.

Hi,

It is a standard delievry procedure---. Nothing wrong with it. When we got the F 16's the first time---the similiar support group was there---also with the f104 AND f 86'S.

The technology on the F 16 blk 52 is of a higher category than anything that pakistan and china posseses. As pakistan is using equipment from china and china having sanctions from the west for not sharing technology---it is not surprising at all what the u s wants in terms of security.

People should keep the rhetoric aside and keep in mind what the blk 52 brings to the table. Lets not create animosity a nd mistrust whence not needed.

Military hardware to be used only for defensive purposes: Pak to US

ISLAMABAD: Pakistan has assured the US administration that American military hardware provided to it will be used solely for defensive purposes, a top US official said today.

David Sedney, the US deputy assistant secretary of defence for Afghanistan, Pakistan and Central Asia, made the remarks during an interaction with the Pakistani media.

He was responding to a question on whether the US had sought an assurance from Pakistan that American military hardware would not be used against India.

Sedney, who is visiting Pakistan with a high-level delegation for a meeting of a bilateral defence working group, did not specify the level at which the assurance had been given by Pakistan.

In recent months, the US has provided Pakistan with a wide array of weapons and hardware, including F-16 combat jets, utility helicopters, P3C Orion maritime surveillance aircraft and a frigate, as part of the ongoing military cooperation between the two countries.

India has repeatedly expressed concerns that the American weapon systems and hardware can be used against it by
Pakistan.

Sedney said Pakistan faced a range of threats and extremism is one of them.

He indicated that the hardware provided by the US was meant to help Pakistan's fight against terrorism and extremism.

The American official acknowledged that Washington and Islamabad had differences on the threat perceptions
confronting Pakistan but did not give details.

Pakistan had given a list of its threat perceptions and the US had shared its views in this regard, he said.

The two countries are working to identify the common or overlapping areas so that they can cooperate in these fields, Sedney said.

Dear,

These restrictions are called End Use Monitoring (EUM/EUMA) provisions, for which US arms deals are infamous. We have many of our Maritime and Airborne fleet already using the same EUMs as the F16s we are getting now. Many ships of our Navy fleet, P3Cs, Harpoons, F16s, C130s and AH-1 Cobras already come under the same EUM that we are facing once again.

The solution is to adhere to these restrictions for the most part, and double up these equipments with EUM free acquisition of Ships, Atlantiques/Erieye/ZDK03, Exocet, JF17/Mirage/FC20, Y12 etc to use in places where these restrictions could be violated in peace time.

Of course, all bets are off once survival is at stake, and in those times, no will have the time, nor the inclination to check whether we are not adhering to provisions stated in chapter 4, paragraph 3, article 7.

We must continue to increase purchase of EUM free arms, and from nations who are famous for non EUM munition like France, Russia, China, Brazil, South Africa and the likes. But this is not enough reason to hold off our defense requirements to something we need in our fleet YESTERDAY, if we are hold off against the humongous IAF acquisitions.

Note: This is not to start India Vs Pakistan flame war, just to inform people that this is regular terms and condition for US arms sales, and every war we have fought till now has been with the same weapons.

LoL, this is a joke, this is being done just to suppress Indian protests over transfer of high end weapons to Pakistan and to give an illusion to the Indian government that "All is well".

All these supervisions will disappear in the event of an Indo-Pak war.
