The word "A" in Pakistan means Afghania/Afghan province, an old name for KPK, Afghan/Pushtun is an ethnicity rather the second biggest ethnicity of Pakistan, there is nothing wrong in a pushtun claiming an ancestry or to be part of ethnic group. Pakistan has more than three times Pushtuns as compared to Afghanistan

Todays Afghanistan is an artificial state , its multiethnic including Uzbeks, Tajiks, Hazaras who can never be ethnic Afghans yet this identification is shoved down their throats as they live in Afghanistan

In other parts of his speech, Khan slammed the Pakistani authorities for their failure to act against the Afghan militants based in the country.

Noting the recent killing of a prominent Pakistani militant in Afghanistan who was involved in Peshawar’s Army Public School attack, Khan said the authorities in Pakistani have not even killed a single Taliban leader nor they have arrested any of them.

“But the Pakistani authorities have not killed or arrested a single leader of the Afghan Taliban on its soil or handed him over to the Afghan government,” he was quoted as saying in a report by The News International newspaper.

I think the confusion arises from miss understanding the term Afghan. Yes Afghanistan is a country but Afghan is a group of people an identity like any other be that Punjabi or Balochi.
He is right is calling himself an Afghan the same way a Punjabi is right in calling himself a Punjabi be that Pakistani Punjab or Indian or a Balochi calling himslef that apart from being Iranian or Pakistani.

You nailed it. Although he is not a sane person but calling himself afghan does not mean afghanistani.
