He is allowed - but Lahore and Karachi does not have the facility or expertise for the treatment he needs. India even allowed him to seek treatment in USA and UK - but both countries refused to let him enter. He ended up being treated at Mumbai and Delhi.why don't Bhindia do justice to poor Kashmirs?

Believe me, the best course of action would be to ignore him and pay no attention to him. Coming down on him like a ton of bricks will only stoke the embers of a dying flame. That is precisely what he and his supporters want. Try to put yourself in their shoes - why do you think they are publically waving the Pakistani flag? To show their love for Pakistan? No, to provoke a response from the authorities, which they can later milk for their propoganda.The best thing the Indian govt can do is enforce the law to the letter, the moment he oversteps come down on him like a ton of bricks but until then let him and his insignificant posse have their 15 minuets of fame.
