Fearing that Pakistan-based terrorists could use the upcoming Twenty20 cricket World Cup in India to sneak in, intelligence agencies have suggested that a stringent mechanism should be put in place while issuing visas to Pakistani fans.

Sources said that based on intelligence inputs, it has been decided that no more than 250 visas should be issued for Pakistani fans per match.

Pakistan is scheduled to play four matches in the group stage, including a game against India in Dharamsala, Himachal Pradesh. They might play two more if they reach the semi final and final.

“If the team reaches the semi final or final the number of visas to be issued could be increased, but a final decision has not been taken yet,” said a home ministry official.

Visa rules

During the cricket world cup in 2011, India issued 5,000 visas to Pakistanis who wanted to visit the country to watch the matches. The visas to be issued this year will have a restriction of five days and Pakistani visitors will be closely monitored so that they do not overstay in the country.

In the past there have been instances when Pakistani cricket fans have gone missing. Currently there are close to 5,000 Pakistanis who have stayed on in India after their visas have expired.

The India-Pakistan match in Dharmashala has already faced some issues, with the Himachal Pradesh government saying that it cannot provide security for the match.

There has been some opposition in the state, including from ex-servicemen, on holding the match at the hill station.

Pakistan will play two matches in Mohali, Punjab - against New Zealand on March 22 and against Australia on March 25. The Pakistani team will also play a match in Kolkata on March 16.

A team of Pakistani officials has arrived in India to review security arrangements for their team during the tournament.

High alert

Sources said that keeping in mind intelligence inputs about Pakistani terror outfits exploiting the situation and pushing in their operatives disguised as cricket fans, it has been decided that the process of issuing visas will be made extremely stringent.

A country-wide alert was issued after intelligence reports revealed that 10 Pakistani terrorists might have infiltrated from the Gujarat border.

Agencies were alerted to a possible terror strike after Naseer Khan Janjua, Pakistani National Security Adviser (NSA), shared some information with his Indian counterpart Ajit Doval.

The two NSAs have been communicating with each other even though a formal dialogue between the two countries remains stalled.

Following the reports that terrorists from Pakistan are on a mission to carry out attacks against high-value targets, major metros across the country were put on high alert.

Home Minister Rajnath Singh, after chairing a high-level security meet on the preparedness of security agencies, said that appropriate action has been taken following the inputs.

“We have received some information and whatever necessary instructions had to be given, has been given,” he said.

Other than the major metros, a similar alert has also been issued in Uttar Pradesh, Andhra Pradesh, Telangana, Goa, Madhya Pradesh, Rajasthan and Chandigarh.

Visa-seeking Pak fans could face problems over venue shift

The last-minute shifting of the India-Pakistan World T20 match to Kolkata may result in Pakistani fans having a tough time in procuring visa for the March 19 encounter.

There were reports that around 200 Pakistani fans were expected to arrive at the original venue, Dharamsala, but it may turn out that the 67,000-seater Eden Gardens may end up having only 20 or even lesser fans from the neighbouring country.

Meanwhile, there will be 30,000 tickets up for sale for the public at the biggest stadium in the country.

"It is not very easy for a Pakistani passport holder to get an Indian visa. The clearances take a lot of time and now with only eight days left, it is really difficult to procure the visa. In order to apply for visa, you need to give a photocopy of your ticket," tournament Director MV Sridhar told reporters.


Sridhar said that the Pakistan players had got their visas in Bangladesh during the Asia Cup.

"It is a three-tier process for Pakistan team to get the Indian visa. First clearance from Ministry of Youth Affairs and Sports (MYAS), then Ministry of Home Affairs (MHA) followed by Ministry of External Affairs (MEA)."

Sridhar informed that they have got full assurance from the West Bengal government administration about foolproof security arrangements.

"I have had discussions with Chief Secretary (Basudeb Banerjee). I have also had discussions with CAB president Sourav Ganguly."

The reason behind choosing EdenGardens was also because in case (theoretically) 25,000 people who were to watch the match in Dharamsala land up in Kolkata, they can all be accommodated, which will not be the case in any other stadium.

"We had to keep in mind that there should be provision for the 25,000 people, who had bought tickets for the Dharamsala game. Also we can assure that there will be 30,000 tickets up for sale for that match," Sridhar said.

If even the EU and US restrict Pakistan for security reasons, is it not reasonable to expect the nation who has been actively targeted by Pakistani groups for decades now to impose some sort of limit and be wary of allowing such entities into their nation? Need I bring up David Headly and countless other examples, not everyone is as innocent as they would like to profess.
 
Another idea would that the Indian Embassy should employ, is to show financial certificate of Pakistani citizen while applying for Indian visa ( I bet only ones with good finance would come to India to see the match)and also employ security deposit system ( Kind of like UK does ). Also certificates of family members to show that ties to Pakistan and will return once the match is over( the kind of thing which USA does for student/visit visa).

This would reduce headache for the Indian security establishment.and all the collected data can be used as a proof if any pakistani indulges in nefarious activities in India.
It would go a long way in mitigating the risks of course but it would not eliminate them entirely- terrorists can be the most unassuming of people, just look at David Headley.

Let's not pretend this is unfair Indian agression, singling out innocent Pakistan:

True, but we are reducing/limiting collateral damage. Reducing risk would a +ve sign.
I am not arguing with you there buddy, I just think that the case of David Headley goes to show there are limits to any such system AND that the terroists know where the loopholes are. It also suggests that there is already very close scrutiny of Pakistanis in India if LeT sent in an American national with a Western sounding name with the explicit intention of "remaining off the radar".
 
Good decision............. also don't give visa to @Imran Khan he will be a threat to the ladies in the stadium & all the bars/pubs may get shut due to being out of stock......... this will be a big BLACK spot on the repo of India.
