Pakistani generals will never use nuclear bomb against India as they love & care about their family & relatives living In rawalpindi & islamabad. Both sides know a conventional war or small battle would have far far less casualities than a full scale nuclear war. Both governments are sensible and they're aware of consequences of nuclear war.

It's not cool to keep periodic threats of using n-weapons. With this kind of policy the perception of Pakistan as a rogue state ready to use n-weapons should its generals feel so inclined will only perpetuate. Heck even Iran doesn't threaten to use it's n-weapons against Israel in such a foolish manner. I don't see any country willing to trade nuclear tech or fuel with Pakistan with such antecedents.

Generals are more likely, not less to order use of n-weapons. They consider only the military objective and do not take political and international repercussions into effect. MacArthur, Earle Wheeler, et. al were more than happy to order n-weapons if they believe it would accomplish military objectives. That's the chief reason US nuclear C&C removed control of n-weapon firing authorisation to the president.
