Pakistan as a country is being attacked by a Taliban umbrella, The Pakistani Taliban. Not to be confused with the Afghan Taliban which is fighting in Afghanistan and has bases in Pakistan. This is a conundrum, in who the State is required to fight first. The threat to the State itself? Or the threat to a neighboring State.
And even then, how to get to the bases used by the Afghan Taliban? If you're at point 'A' and have to get to point 'D', you'll have to fight your way to 'D'. This isn't World War 2 or the Korean War, where you can insert troops into point 'D'.
Combine that with the indisputable fact that the only way to end the Afghan War is to bring the Afghan Taliban to the table requires there to be a leadership.
