To be honest, I think China has to be careful in the future about the islamist threat posed from Pakistan. It's a matter of time until China becomes the evil atheist country that oppress the muslim brothers (Uyghurs) and Chinese in Pakistan turn into active targets. And I also think that the transition is already happening. You can notice the changes in attitude, even in PDF. So it's best for China to be careful.

I do think that increasing engagement is a good long-term strategy.

If we are on good terms with the Pakistani state, we have a lot more influence and control over our western border. That's a benefit all around.

And ETIM (who are aligned with the TTP) are also enemies of the Pakistani state. The Chinese government and the Pakistani government have the same interests here, which helps a lot with bilateral relations.

As for being careful, yes, it's good to be careful all the time. But our current strategy seems to be the most beneficial for all sides, in my opinion at least.

Pakistan hunts the TTP and those aligned with them (including ETIM), and we help them with financial support and military equipment. If Pakistan catches some, they will extradite them to China, as they usually do.

Yes it is. No doubt about that. In fact if Pakistan sorts its problems, it has a great chance to proper and benefit China at the same time. I think China is doing a great job at integrating the region and the biggest threat to it is the religious extremists.

And I also that Pakistanis should reduce the attachment to religion and have a pragmatic view on what really matters. As a nation, China benefits far more than any of Pakistan's muslim brothers but for some people, those muslim brother always come before China. It's this attitude that should change and as long as it survives, the problem posed by religious extremists will remain. IMO recent decision to not support Yemen conflict was a very positive development.

China knows how to handle islamist threat inside China (one of the few countries that know how to properly deal with it too) but I was surprised why it wasn't mentioned in a thread like this. I think, it should be discussed as it is an important issue.

Chinese President Xi Jinping left Beijing on Monday morning for a state visit to Pakistan, at the invitation of Pakistani President Mamnoon Hussain and Prime Minister Nawaz Sharif.

President Xi will also attend the Asian-African Summit and activities commemorating the 60th anniversary of the Bandung Conference in Indonesia from Tuesday to Friday, at the invitation of Indonesian President Joko Widodo.

Xi's entourage includes his wife Peng Liyuan; Wang Huning, member of the Political Bureau of the Communist Party of China (CPC) Central Committee and director of the Policy Research Office of the CPC Central Committee; Li Zhanshu, member of the Political Bureau of the CPC Central Committee, member of the Secretariat of the CPC Central Committee and director of the General Office of the CPC Central Committee; and State Councilor Yang Jiechi.

Thanks. I think that your reasoning is well founded. China has been cautious to consult with Pakistan when dealing with Islam related issues that is dominant religion in Northwest provinces of China. And it's also known that China is concerned about Uyghur extremists that are hosted in Pakistan. Chinese society is probably one of the few that respects Islam But handles extremists with iron fists. If religion goes first for Muslims China has a population of over 20 millions of Muslims. You don't hear reports of religious oppression from general Muslim population in China but only from extremist Uyghur separatists. However, the situation with Pakistan would depend on how much Pakistan is, as an Islamic republic, ruled or affected by the influence of the religious weights.

There is a Pakistan forum of Baidu run by Chinese fans. Young people are exchanging information and experience on Pakistan. Quite many stories of mixed loving affairs are told in the forums: Pakistani boys and girls dated with non religious Han Chinese. This may indicate that Pakistani Muslims are more liberal and also is changing the views of some young Chinese on Islam.

Agree, that's why I said China shouldn't cut off its relationship with Pakistan, even if Some Pakistanis elements where to ever support their oppressed 'Muslim brothers' in Xinjiang. Since its still farrr better for China to be in good terms with the Pakistani government than otherwise. serves chinas interests. But China should keep all options open, especially in regards to the Turkic speaking Uyghurs, since major elements in Turkey are already supporting their cousins there, Pakistan being Turkey's good friend as well, will find it difficult to take china's side against Turkey were things to ever get worse in Xinjiang and Turkey to get more involved.

Aziz told the committee that until yesterday (Thursday), arrangements for the Chinese president’s visit were in tact and the government of Pakistan was trying to shift some of the meetings to Lahore due to the situation in Islamabad.

Senior government sources had also earlier confirmed the cancellation a day after confusion began as to whether the Chinese president’s visit, which was scheduled from September 14-16, had been called off or delayed.

A senior official close to President Mamnoon Hussain had confirmed to Dawn that the state banquet scheduled for September 15 in honour of the Chinese president also stood cancelled.


The development comes as Imran Khan and Tahirul Qadri have themselves given assurances that there would be no attempt on their part to create an impediment for the Chinese president’s visit. Imran and Qadri have both paid tributes to the Chinese president and have said that China was Pakistan’s closest friend.

Pakistani officials say that Xi will be signing accords for $46 billion for the construction of roads, rails and power plants to be built on a commercial basis by Chinese companies over 15 years.

Just as the U.S. sought to stabilize Pakistan during the war in Afghanistan, so China wants to prevent the spread of militant groups in Pakistan into Xinjiang, the far western region of China with a large Muslim population.

The U.S. tried to encourage the Pakistani government to try to stop terrorist groups from crossing the border into Afghanistan and attacking U.S. troops, in part, by sending assistance intended to revive the gasping economy. Now, as China faces growing restiveness in Xinjiang, which has borders with Pakistan and Afghanistan, it is attempting to help stem the flow of radicalism into its own backyard by bolstering development in perhaps the most vulnerable part of Pakistan.

To the increasing frustration of China, a Muslim separatist group, the East Turkestan Islamic Movement, founded by Uighurs, a Turkic-speaking ethnic minority concentrated in northwestern China, operates alongside several Pakistani terrorist groups inside Pakistan's ungoverned tribal areas. A military operation launched by the Pakistani army in North Waziristan last June against the Taliban also aimed at the Turkestan group, an action designed to please China.

A significant amount of China's new assistance, including a port facility at Gwadar on the Arabian Sea, and rails and roads leading from the port across Baluchistan province and into western China, will be in areas close to the tribal areas where the militant groups operate.

The route from Gwadar to Kashgar, in Xinjiang - a project officially called the Economic Corridor - also serves as a shortcut for the shipment of goods from Europe to China, avoiding the Strait of Malacca farther east.

"The Chinese are stepping in, in a much, much bigger way than the United States ever contemplated," said Jahangir Tareen, a Pakistani businessman, and the secretary-general of the Pakistan Tehreek-e-Insaf party. "The assistance is far, far more than the United States government offered under the United States Agency for International Development."

In advance of his trip, Xi wrote in a column distributed to the Pakistani news media over the weekend: "We need to form a '1+4' cooperation structure with the Economic Corridor at the center and the Gwadar Port, energy, infrastructure and industrial cooperation being the four key areas to drive development across Pakistan and deliver tangible benefits to its people."

Most striking about the visit is the scale of Xi's aid announcement compared with the U.S. effort from 2009 to 2012 spearheaded in Congress by John Kerry, then a senator, and pressed in Pakistan by Hillary Rodham Clinton, then secretary of state. The program designated $7.5 billion for development projects over five years.

That effort was a "dramatic failure" because the resources were scattered too thinly, and had no practical or strategic effect, said David S. Sedney, a former senior official at the Pentagon responsible for Pakistan during that period.

The Chinese appear to have learned from the American program, including the notion that the U.S. plan was designed to deliver a strategic result - deterring terrorism - but failed to do so, Sedney said.

To do better than the United States, the Chinese have come up with "a much larger financial commitment - and it is focused on a specific area, it has a signature infrastructure focus, and it is a decadeslong commitment," he said.

The Chinese Foreign Ministry said on Friday that the projects in Pakistan would be the first initiatives of the $40 billion Silk Road Economic Belt and Maritime Silk Road plans, an ambitious network of roads, rails and ports designed to link China to Europe through Central Asia and Russia, and announced with considerable fanfare by Xi in November.

China's assistant foreign minister, Liu Jianchao, declined to say how much of the Silk Road funds would go to the Pakistani projects, or how much the new Asian Infrastructure Investment Bank would lend.

"It needs huge financing. China stands ready to provide financing," Liu said.

Xi embarks on his visit to Pakistan after the Finance Ministry announced last week that 57 countries had signed to join the new development bank.

Perhaps just as important as China's economic assistance is a major military deal that is unlikely to be publicized during the Chinese leader's visit, Pakistani analysts said. Pakistan has agreed to buy eight Chinese submarines to counter India's naval dominance in the Indian Ocean, a $6 billion purchase approved by a parliamentary committee in Islamabad this month.

The new submarines were "very quiet, capable and lethal," and a step up from previous Chinese arms sales to Pakistan, said Lyle J. Goldstein, associate professor at the Naval War College in Newport, Rhode Island.
