They can't give it to Pakistanis because doing so will crash the price of wheat in the country and cause massive losses to the state owned enterprises and provincial governments that are carrying that huge stock of 10.8 million tonnes. I've written about this huge problem before here on PDF:

"We artificially increased the value of rupee by purchasing dollars. As a result, we started importing vegetables and we were unable to export surplus sugar and wheat without providing subsidiary [sic]," he said.
