Well Even considering the Combined Publication Growth rate forecast by SJR.Pakistan will post a higher Growth rate than India(upto 2018)

Oh yes, very much so. The entire physics and engineering faculties are filled with Eastern Europeans, Indians and Chinese. That's not the point. The point is that the academic setup in aforementioned countries are an utter failure, only once in a while producing work worthy of mention.

The only RESEARCH BDians do is on RESEARCH & ANALYSIS WING, now since they know more about RAW than guys at RAW there RESEARCH output is seeing a SHARP Decline.

Its because it is easier to go from 1 to 10 then than 90 to 95 . Nonetheless most of the "research output" in Asia is horse manure ( Hint: Quality of a research publication can be known by it's citations ) .
