Pakistan remains the principal national security threat to India in all military dimensions, says an internal Ministry of Defence (MoD) assessment shared with other agencies and key lawmakers. The backgrounder note accessed by Headlines Today says the expanding footprints of extremists and terrorist organisations in Pakistan and their linkages with terrorist activities in Jammu and Kashmir (J&K) pose a clear threat to India's security.

The report ties up with the latest ground assessment on 'increasing Pakistani footprint' in terrorist activities both north and south of Pir Panjal - both along the Line of Control and in the depth areas. The MoD report says Pakistan continues to be embattled with sectarian violence and several non state actors are based and operate with near impunity in the country. "Regardless of the internal political dynamics in Pakistan, the Pakistani Army remains implacably hostile to India as a fundamental strategic principle," says the report. Sources in Udhampur based Northern Command told Headlines Today that Pakistan is preparing a Hybrid unit of specialist troops for simultaneous Border Action (killing, beheading along LoC) and infiltration along the 772.1 km-long-Line of Control.

"Based on intelligence inputs and recent activities along the LoC, especially in north Kashmir - Shala Bhato, Gujjardur and Fateh Gali operations - we have assessed that Pakistan has raised specialist troops to launch probe operations. Once the highly trained in combat probe party engages with security forces or finds gaps along the LoC, the rest of the infiltration party penetrates and rushes for depth areas," sources said. In fact commanders on ground told Headlines Today they are aware of the active involvement of Pakistan army infantry, commandos and artillery in recent incidents along the LoC. The MoD report says "Pakistan's continued support to terrorist organisation operating against India will continue to pose significant challenges to our security."

And that is not all. The report raises the alarm by telling policy makers that "in view of the threat perception, defence preparedness is ensured by the three services through a mix of border management and deployment. Our armed forces must be prepared for a full fledged war with offensive capabilities against our adversaries." The armed forces must develop capabilities in the long run to fight a multi front war and simultaneously they should be prepared to deal with an externally sponsored low intensity internal threat," the report goes on to add. Sources on ground say in the coming months, with elections in J&K assembly, general elections and US forces drawing down in Afghanistan they see increased terrorist movement directly helped by the Pakistan army.

The recent Keran operation is being seen as part of the new terror policy adopted by Pakistan. "In Keran sector, Pakistan Army resorted to heavy firing, at times firing 1,000 rounds of medium and heavy machine guns in one night (September 24) to help its specialist troops infiltrate. The infiltrators usually when challenged return, but in this case they engaged the security forces for 3-4 days," sources say. Ultimately when they could not break through from here, they returned to try from adjoining sectors where the army insists 8 terrorists were killed and 66 weapons recovered. Though, not being able to find a single body has cast a shadow over army's version but the "military environment" sees the operation as a success.

"We foiled a major infiltration attempt. In the north Kashmir sector killed 8 terrorists in one week, recovered a large number of weapons and other war like stores and did not have a single fatal casualty. what ever the nay sayers may claim, for the army the operation was a success and a major set back for the Pakistan Army," sources added.

Commanders on ground concur with the MoD assessment that "provocations by Pakistan cannot be ruled out, it is our (government) resolve that our response should be to retaliate in a manner that will deter Pakistan from such actions."

On paper government has been a Tiger, on ground that remains to be seen.

India need to stop regarding others as enemies. It need to be friendly to others. Make friends, not enemies.

We are friendly to others.

We have a problem with enemies who allow people from their lands to attack our Cities and profess inability to control them being "non state actors".

If India continue to regard Pakistan as an enemy. It will be a self fulfill prophecy of border attacks. And this is not a prophecy, its a reality. Its time for India to show the olive branch and be a peaceful country

Meanwhile ,Pak does what it does best - shoot itself in the foot.

Let pakistan first stop the terrorist attack coming from their soil and then we will show the olive branch .
 
Because they sent Veena Malik who is terrorizing Indians by posing naked with ISI tattoo. She should be detained by CIA in Guantanamo Bay.

Other than that we dont have any problem with Pakistan. They are our blood brothers.

We don't regard anybody as enemies. But we do assess threats and prioritize defence strategies accordingly. Read the headline again - nobody is saying that Pakistan is an enemy; they are saying that pak is our number one security threat. A claim that is as self evident as saying that the sun rises in the east.

On the other hand, you often hear Pakistanis on the forum saying that India is their eternal enemy. ( @Rafi has repeated that ad nauseum.) Weak nations with weak psyche categorize others simplistically as friends and enemies. Mature nations only think about interests and threats.

So if you want to deliver sermons on non-enmity, do it to Pakistanis.

Pakistan ( what a name) and its primary export is a threat to the whole world. India, Afghanistan and China are most threatened.

This is clear to all.
