Pakistan plans to construct motorway from Peshawar to Kabul

There is already a road built from Kabul to Peshawer, Transportation of drugs doesnt require a motorway or any other special road. I dont know what kind of image you are carrying about Torkham and Afghanistan but its not that every soul in his pockets and vehicle are carrying drugs from Afghanistan to Pakistan. In the drug business, you can not blame just Afghans. Pakistani Government authorities of border, political agent, Malaks and drug lords of khyber are heavily involved in corruption, smuggling and the drug business. Without their involvement, Afghans, related to drug business, cant bring drugs into Pakistan.

plus easy way for terrorist to cross the border at time of operations.

Terrorists dont use the current road along Torkham for moving in between two countries, They walk on foot to cross the mountainous durand border at various points.......a very hard walk

plus now if we kick out illegal refugees they'll have more convenient route to come back in.

not good. this should be kept as last priority till when afghanistan becomes peaceful again.

Not as easy route as you like to think, motorways are controlled by motorway police. Peshawar-Karachi motorway will be ready by 2018. This Kabul-Peshawar project will start after 2018 IMO.
