There is no choosing, we are just looking out for our own interests. Iran cannot be alternate for Saudi investment, that however does not mean Saudi Arabia says Jump and we say how high.

this single refinery and its daily end to end operations alone will create lots of jobs for Pakistanis and may play a pivot role for Gwader to become a industrial city from mere deep sea port. I think its construction itself will take 4 to 5 years time.
