Anyway, the NOTAM might be genuine but this picture looks suspect to me unless someone can explain it to me.

Possibly the location of Wheeler Island, the Indians main testing location.

Also, it could be an Indian test because it is one of their political holidays (Republic Day) on the 26th. Possibly a test of an Agni 3.
