Nice observation....but you forgot something...even if India losses millions of people there will be a country called India but you can't say the same for Pakistan....You should visit some day any big country like China, India, USA then you will understand why I am making this point...speaking about tactical wareheads India is also working that project I guess...(If not correct me)....

go and live amongst the poor and see the deprivation that they live with not even having enough to eat if at all in a day in both these countries. Spend a day at any of mother teresa's places and then decide what is the value of humanity. Weapons dont feed the poor or hungry but they take money away from their needs.

Secondly the 1974 for test was clearly conducted taking aim against China nuclear advancements . Pakistan was never in centre because we already was in possession of huge Conventional superiority over Pakistan even that time. 71 is an example of that fact.
