Pakistan expels 'spy' diplomat
Consular official 'caught with documents'

ISLAMABAD, Pakistan (Reuters) -- Pakistan on Saturday ordered the expulsion of an Indian diplomat suspected of involvement in spying activities, signalling deepening mistrust between the two South Asian rivals following Mumbai blasts.

The expulsion of Deepak Kaul, a consular official at the Indian High Commission in Islamabad, came less than a week after the two countries pledged to push two-and-a-half year old peace process forward.

Foreign Ministry spokeswoman Tasnim Aslam said the Indian government had been asked to withdraw Kaul by next week.

"He was found involved in activities incompatible with his diplomatic status," she said, referring to the term usually used for spying.

"He was a converted (spy)," she added.

Later India expelled a Pakistan diplomat.

"Yes, we are also sending one diplomat back," the official told Reuters. "We have also lodged a strong protest. Their deputy high commissioner was called in and we lodged a strong protest."

The Press Trust of India reported Kaul was detained when he was on his way to Wagah border crossing in eastern Pakistan to receive his family.

"A group of about eight to nine people pounced on him, hand-cuffed him and took him to an undisclosed location," the agency quoted officials at the Indian High Commission as saying.

Kaul was blindfolded and later handed over to Indian diplomats, they said.

The report said the Indian officials were told that Kaul was "caught with documents".

The peace process had come under severe strain after New Delhi blamed Pakistan-based Islamist militants for the July 9 bombings on commuter trains in India's financial and commercial hub that killed more than 180 people and wounded hundreds more.

India called off a scheduled meeting between the foreign secretaries of the two countries in New Delhi last month, sparking fears that the peace process was on the verge of coming apart.

The two foreign secretaries met in Bangladesh's capital Dhaka last week on the sidelines of a regional conference and vowed to nudge forward the slow-moving peace process.

Analysts say the expulsion of the diplomat showed a downward trend in relations between the two countries, which have fought three wars since their independence from British rule in 1947.

"These are negative trends. It can't be said that such acts will totally reverse the process but these can vitiate the atmosphere and put a further brake on the initiation of the dialogue," analyst and former army general, Talat Masood said.

Indian investigators suspect Pakistan-based Islamist militant group Lashkar-e-Taiba and the Pakistani military spy agency Inter-Services Intelligence used disaffected Indian Muslims to carry out the Mumbai attacks.

Both Pakistan and Lashkar have denied the charges.

ISLAMABAD, Aug. 5 (Xinhua) -- Pakistan on Saturday ordered an Indian diplomat to leave the country on charges of involving in undesirable activities, a foreign office spokesperson said.

Deepak Kaul, Counsellor at the Indian High Commission (embassy) in Islamabad, was "caught indulging in practices incompatible to his status," foreign office spokesperson Tasnim Aslam told media.

Pakistan has asked the Indian diplomat to be withdrawn from Pakistan by the beginning of next week, according to the spokesperson.

Kaul was caught red handed while receiving sensitive documents from a Pakistani source, said an official source, according to earlier reports of GEO TV.

Kaul was questioned by Pakistani investigators and it was proved that he was involved in activities incompatible of his diplomatic position, GEO reported.

ISLAMABAD: Deepak Kaul, a consular at the Indian High Commission, has confessed that he is an official of the Indian Research and Analysis Wing (RAW) and not a diplomat.

Arrested from a kiosk on the Lahore-Islamabad Motorway on Saturday morning, Kaul was brought here by the law-enforcement agencies and handed over to the Indian High Commission since he enjoyed diplomatic immunity. He was travelling on the pretext of a visit to Lahore without prior intimation to the relevant authorities in violation of the established diplomatic norms.

Diplomatic sources told The News that the Foreign Office summoned the Indian deputy high commissioner in Islamabad, A T C Raghvan, to lodge a formal protest with the Indian government. The Indian government was asked through diplomatic channels that Kaul should be recalled immediately as he was caught red-handed and as such he could not be permitted to stay in Pakistan anymore.

Pakistan did not want to make the offence of the Indian consular a public dispute and India was urged to take the consular quietly and either of the government should not go to the media on the matter. India initially agreed to the proposal but Delhi abruptly backtracked from its undertaking and consigned the matter to its media.

Meanwhile, Indian intelligence agencies have reportedly started haunting and chasing Pakistani diplomats as well as their families in the Indian capital.

Syed Jalil Abbas Jilani, the senior director-general in the Pakistan Foreign Office, was the last of the series when he was declared persona non grata by the Indian government in February 2003. Pakistan expelled Indian Deputy High Commissioner Sudhir Viyas the same month and interestingly it was 1999-2003 period when the expulsion had become routine and almost every month saw incident of expulsion and counter-expulsion of diplomat/diplomatic staff by Pakistan and India.

The sources said Kaul took over as the RAW boss in Islamabad on September 12, 2003. He was “famous” for mix-drink parties at his residence. Kaul was not first RAW man who was designated to head the visa section, his predecessors Vipin Handa, who was here till 1999 as consular and head of the visa section, too, was a RAW official. Handa was transferred to New Delhi where he died after being stranded in the elevator of RAW headquarters in New Delhi.

Diplomatic observers are of the view that Kaul would be posted in Afghanistan or Iran since he has been assigned activities to harm Pakistan. He will use the Indian “diplomatic missions” situated very close to Pakistani border in Afghanistan.

Am I to understand that this is the norm for promotions/ assignments in Foreign Service in Pakistan i.e. the hate index being the denominator?

What i wanna know is.......WHAT THE HELL WAS THIS RAW TERRORIST DOING HIDING IN A KIOSK ON THE MOTORWAY? Planning an attack i guess. What a Scumbag.

I think you'll find he was driving along the motorway and was arrested when he stopped at the kiosk.

India orders out Pakistani diplomat in tit-for-tat expulsion NEW DELHI: India announced the expulsion of a Pakistani diplomat on Saturday in a tit-for-tat move after Islamabad ordered out an Indian diplomat, a foreign ministry official said.

The Pakistani was identified as Sayed Mohammed Rafq Ahmed and the official said he held the rank of councillor at the Pakistani High Commission (embassy) in New Delhi.

India gave the Pakistani diplomat 48 hours to leave the country, officials said but offered no reason for his expulsion.

New Delhi retaliated after lodging a protest against the expulsion of its diplomat Deepak Kaul from Pakistan on the grounds of undiplomatic activities.

The Indian foreign ministry in New Delhi summoned Pakistan Deputy High Commissioner Afra Siab and gave him an official protest letter, said an Indian official, who did not disclose the letter's contents.

Kiosk can be for any purpose.

Telephone or have a snack, depends upon what is a kiosk supposed to be in that country.

Check the dictionary.

Eating or telephoning is prohibited in Pakistan?

Jana i think this RAW terrorist Spy was kept under surveillance for some time now....he was in the process of planning an attack. Most hindoostanian "diplomats" in Pakistan are known RAW agents. Why do you think they closed down the Karachi consulate of hindoostan? It had turned into a den of RAW terrorists. I willl try to post the old links for that wonderful news.
