Rather banning imports which means denial to consumer, focus on helping the startups. If the culture of making things is not there than banning imports will mean finding loopholes or black marketing. Which would further make sense in public that local goods are bad and imported one is better.
Put duties on imports and use that money as incubation fund for startups. Build the startup infra, where people can come up with idea to convert into reality.
