KABUL: Afghanistan on Sunday said an attack on a Kabul hotel that left nine civilians dead, including an AFP journalist, was planned “outside the country” in a veiled reference to Pakistan.

The National Security Council (NSC), which is chaired by President Hamid Karzai, also alleged that a Pakistani diplomat was seen scoping out the corridors of the Serena hotel ahead of the Thursday night raid.

Pakistan was the main supporter of the former Taliban regime in Afghanistan, and Afghan officials have long voiced suspicions about connections between the hardline movement and Islamabad's powerful intelligence services.

The NSC said the attack on the hotel, which was carried out by four teenage gunmen andclaimed by the Taliban, was in fact the work of “foreign intelligence services” – a phrase normally meant to mean neighbouring Pakistan.

“Witness testimony and preliminary information analysis shows that this terrorist attack was directly executed or carried out by foreign intelligence services outside the country,” the council said in a statement.

Another information of the NDS (National Directorate of Security) shows that earlier when one Pakistani diplomat entered the Kabul-Serena hotel to use its sport club, he filmed the corridors of the hotel which the hotel staff raised objections to,” it added.

The NDS is Afghanistan's main intelligence agency.

The victims of Thursday's attack included AFP journalist Sardar Ahmad, his wife and two of their three children, along with another Afghan and four foreigners – two Canadians, anAmerican and a Paraguayan.

The couple's youngest son, two-year-old Abozar, survived with bullet wounds to the head, chest and leg and remained in intensive care on Sunday.

Meanwhile, hundreds of mourners turned out in pouring rain earlier today to lay to rest Sardar Ahmad together with his wife and two of their children who were among the victims of the Taliban attack.

After the funeral, procession made its way through the capital, they were buried side by side at a cemetery on the outskirts of Kabul, as those who came to pay their respects wept under umbrellas.

Afghanistan made a similar allegation following a deadly restaurant bombing in Kabul in January that killed 21 people including 13 foreigners.

The latest accusation could damage relations with Pakistan which is battling its own homegrown Taliban insurgency and is seen as crucial to encouraging the Afghan Taliban to open talks.

Many Afghan Taliban leaders seek shelter in Pakistan, and Islamabad's Inter-Services Intelligence (ISI) spy agency is often accused of maintaining ties to the militants to ensure future influence in Afghanistan after US-led Nato troops withdraw.

a tragic incident but Afghans are making up a crude B movie plot here to accuse Pakistan
to overtly come and film the premises? leave the scene before the carnage and to what end? kill 9 civilians?

really? without any attempt to conceal the link to Pakistan and that too to the diplomatic mission? what would ISI achieve now by killing 9 innocent civilians at this time when NATO withdrawal is at hand and Afghan Taliban are the main stakeholders to decide the fate of Afghanistan?

the NSC must know this but at face value it seems like an absurd and a bad joke to pass the responsibility to Pakistan.

Well, who will they learn this from? Of course, India.

Pakistan should immediately deport all Afghans living in Pakistan and seal the border.

The Afghans are beating a dead horse, I am sick and tired of any and all accusations against Pakistan, we have become the bulleye when other countries need someone to blame, this is pure bullshit......
if there is any substance to their accusation then they must declare the diplomats in question "persona non grata" summon the high commissioner and lodge complaint and demand answers.

a serious allegation and they are talking from their behinds and communicating through media. General Fahim is long dead but the rot still remains in the mindset of Afghan regime.

if the account of the Afghans is to be believed then this diplomatic mission got to be the most ruthless and obnoxious who uses the known diplomatic staff for alleged surveillance and then prior to the attack without any attempt to conceal itself all that to kill unknown civilians? twice this Afghan regime has been exposed badly by its own American allies when it was seen harboring TTP terrorist leaders and if screwing with Americans was not enough whle they are leaving it has decided to mount pressure on Pakistan while its gearing up to charge on TTP. there is a clear give away what Afghan government is planning when Pakistan launches attacks on TTP.

I agree with you completely but what infuriates me is that the GOP is not giving any response to their inflammatory comments, the GOP should take a stand against any accusations made against it by any country whatsoever, we ourselves dont respect our country so how can we expect others to do it.....

Dude. Wake up. There is no such thing as GoP. It's a rag tag group of two dynasties and one joker to keep the rest of us occupied.

Touche, what you are saying is correct, more or less, but I still have faith not in the system but in a select group of people who call Pakistan home....

the attention span of dallal Nawaz Sherif is said to be about 5 minutes. he demands specific food for every type of meeting to help with his brain cells (its no pun or jibe but from huissain haqqani who used to attend his cabinet meetings in his previous governments) and also if any matter has no dollar value attached to it (American haram dollar or saudi Halal dollar) then he doesnt give any attention to it.

kick all Afghani's Asse$ out of Pakistan , jis thaali mai khayen gay ussi mai muten gay .. they are no use for pak , doing all illegal work in pak..

Standard practice of the increasingly isolated and beleaguered Afghan government. Hopefully the next one will have alittle more sensibility and whenever there are failures - they should just accept them and correct them rather than blame us all the time

a Pakistani diplomat who was leaving the fitness gym at Serena is taking a video on his camera phone - so automatically it means he must have been some "ISI agent" just because of that

gimme a break.....its the Afghan govt. that is the real serpent and the reason for the unrest going on

who cares what karzai regime says yaara......they'll no longer be a problem once theyre sweeped away and out of the picture for good

Did they blame us for the biggest Afghan tragedy? The birth of Hamid Karzai.

they should blame us....we harbored that idiot and gave him a good living (as a refugee) in Pakistan

just another tool who bit the hand that fed him
