Because waters flow downhill, and waters allocated to us flows inside Pakistan to be used simply because we have not made any supporting infrastructure to use it. If we decide to use 20% of the water means thats 20% less water Pakistan can use, and there is nothing they can do on the international arena...

That would be difficult to do considering the impact on their GDP will be between 1-2 %.
