PAF Buying 50 cal Barrett Rifle

Pakistan Air Force has recently floated a proprietary tender for the purchase of 15 Barret (12.7x99mm or 50 cal) Heavy Interdiction Rifles with optical accessories & ranging system with 13000 rounds. The tender has been floated via Pakistan Embassy Defense Procurement Office in the USA. It is quite strange that the PAF (that did the same to buy 7.62 Accuracy International Sniper Rifles through the office of the High Commission in UK) is not inviting any international competition under the procurement rules to get perhaps the best offer and equipment.

1: Not sure about FMS.
2: These rifles are for SSW and not to be confused with a larger tender Army has floated and trials are being conducted.

Why so few guns? I dont get it. Why not a bigger procurement than just 15 guns?
