There is no way, they can build such amazing cities only depends on Low value manufacturing and cheap labor industry @striver44 like your baseless theory

Wuhan City even not a Top Tier Cities across China, there is much more cities Bigger than Wuhan like Shanghai, Beijing, Shenzhen, Guangzhou, Chongqing, Tianjin, Suzhou, Chengdu, hangzhou, and so on.

If they only depends on Low value manufacturing and cheap labour industry, like you said.
At best they only can build like Kolkata nowadays
