It can be very true. Every year thousands and thousands of Pakistani illegally try to get into foreign nations to have a better life. A lot of them will end up in prisons , killed , captured and what not. Since there is literally no way to know what happened to them unless foreign governments actually take steps to inform Pakistani government ; their whereabouts remain unknown.

A lot of Pakistani people are jahils. They will automatically blame establishment for this. That is an unfortunate reality.
