NSG to take guard in Mumbai from today

Home Minister To Inaugurate Temporary Base In Kalina

Vijay V Singh I TNN

Mumbai: The National Security Guard (NSG)’s western regional hub will become functional from Tuesday when its temporary base at Kalina will be inaugurated by Union home minister P Chidambaram. Chief minister Ashok Chavan will be the chief guest.

The government had decided to set up four regional centres of NSG commandos across the country—one each in the north, east, west and south—after the terror attack on Mumbai.

Once the NSG’s Mumbai unit becomes functional, the force’s response time to any terror attack will reduce significantly, officials said. During 26/11, commandos had to be flown in from Delhi and the first teams managed to reach the targeted sites more than nine hours after the Pakistani terrorists laid siege to the places. This delay, an official said, set the tone for the Mumbai’s response to 26/11 and explained why security forces took three days to rescue the city from the clutches of terror. It made a local NSG base imperative, he added.

The state government has allotted a 27-acre plot at Marol for the NSG to build its western regional hub. The unit will be functioning from its temporary base in Kalina till the new building is constructed.

The Mumbai police have provided 200 barracks to the NSG but officials are miffed with a few things. The NSG had asked the state government for a plot measuring 200 acres on the coast for its base where it could have specialised training facilities. The agency wanted to have facilities like firing ranges for different weapons, a storage for weaponry as well as a helipad. But the plot allotted to the agency in Marol was too small for full-fledged training facilities, an official said.

The agency asked for a plot o n t h e coast as it wanted to set up its base at a place from where it could easily cover the entire Goa-Maharashtra coast.

SPECIAL FORCE

The Mumbai police will form a special force of around 1,000 policemen who will be trained on the lines of the NSG. “They will be divided into five groups that will work with the five regional control rooms,’’ police chief D Sivanandan said. “It will be ready by next month.’’ TNN

Railways announce raising commando battalions

With trains becoming the target of terrorists and Naxalites, the Railways on Friday announced rising of commando battalions and drawing up an integrated security scheme for 140 vulnerable and sensitive stations.

Presenting the Railway Budget for 2009-10 in Parliament, Railway Minister Mamata Banerjee said that she would also increase the number of women commandos.

Women RPF escorts are being deployed for security of women passengers, particularly in sections where a large number of women travel alone regularly.

Banerjee said security is priority area of Railways and even though law and order is a state subject, "we will work together with all agencies concerned to give passengers a safe journey".

Force One likely to take guard by August
Mumbai: The state’s first responders in the event of another terror attack, Force One, have reached the final level of their training. While the training sessions are lined up with the Defence Research and Development Organisation (DRDO) and a military training establishment, officials hope the first batch of the team will be ready by August.
With firing and tactical exercises constituting the bulk of their training, the unit is now set to head for the most important aspect of their training — handling of explosives, arms and ammunitions and updating their knowledge of improvised explosive devices (IED). The unit will be stationed at three places in the state. While the unit commandos were trained by retired and serving officials from both central paramilitary and central police organisations so far, the last stage will see them being sent to military establishments for specific syllabus.

S Jagannathan, Deputy Inspector General, Force One, said: “The performance of the commandos is improving with every level of training. We are hoping that the team will be ready by August. In the beginning we were giving them basic levels of awareness, now we have reached a stage where key aspects of combat are being taught.”

The special ancillary unit of the state police, divided into three batches, will be attending a military training establishment in Maharashtra to specifically learn the art of demolition — the tactical exercise that requires a commando to follow safety precautions, do calculations, acquire knowledge of various materials in identifying and make the ambush.

The crucial stage will involve training in assessment of targets and checking the vulnerability levels.

In the last phase, the commandos will also be taught on how to use explosives and chemicals for their own safety. Once the tactical exercise of demolition is complete, the Force One unit will be trained by experts from DRDO in special kind of explosives, including new age plastic weapons.

The research centre’s data on improvised explosives and various chemicals used will be part of the syllabus, with commandos trained to identify each class of chemicals and explosive combinations.

The induction into Force One is based on guidelines of the National Security Guard (NSG). The state had initially shortlisted around 450 candidates from units of the State Reserve police force across Pune, Nashik, Aurangabad and Nagpur and from Mumbai Police.
