Northeast key to ‘Act East’: Dr Jitendra Singh

Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh has said that the Northeast is the key to “Act East” policy and that if, in the years to come, India is to engage in serious trade and economic activity with the countries on the Eastern borders, including Myanmar, Bangladesh and Bhutan, its success will depend largely on the extent to which the growth and development occurs in the North-Eastern Region of the country.

In his address, as chief guest, at the International Seminar on “Economic Dependence on North-Eastern States of India and its bordering nations” organized jointly by ICSSR, New Delhi and Assam University at Silchar today, Dr Jitendra Singh said, Northeast has a huge potential which remained unexplored all these years because of the different priorities of the earlier governments. He said, the present government under the Prime Minister Shri Narendra Modi not only accords highest priority to the region, but has also made it a focus of its economic and diplomatic engagement across the Eastern borders.

Dr Jitendra Singh said, the Indo-Bangladesh agreement for the exchange of enclaves, paved the way for easy transport and movement between the two countries and it was a task which should have been accomplished at least 40 years ago, right at the time of the birth of Bangladesh, but was ignored. Similarly, rapid expansion of railway network in the region, including the rail track from Agartala to Bangladesh will shorten the journey time considerably and facilitate engagement by the two sides, he added.

With a common lifestyle and common eating habits on the two sides of the eastern border, Dr Jitendra Singh said, it is obvious that the products cultivated and grown in Northeast have the potential to find immediate takers in the countries across the Eastern borders. Therefore, he said, the Prime Minister’s thrust on organic farming and encouraging original products from Northeast will not only boost the economy of the entire North Eastern region but would also enable to do profitable business with countries across the border.

In last two years, Dr Jitendra Singh said, connectivity has been sought to be improved by improving road infrastructure and by bringing in more air flights and constructing new airports. The Union Government’s decision to set up a “Film and Television Institute” in Arunachal Pradesh and its announcement to set up “Sports University” in Manipur are actually aimed in this direction, he said.

Dr Jitendra Singh said, the recent agreement with Myanmar to provide them an assured market for the sale of pulses (Dal) is one of the instances of increased impetus on agricultural inter-dependency and innovative initiatives. There has been, he said, a paradigm shift in the approach of the present government towards Northeast, particularly in relation to development, and this is going to yield results in the times to come. He also referred to thrust on improvement of healthcare services in hospitals and other health centres across the Northeast which will not only enable the local patients to receive the required clinical management without moving to other parts of the country but will also promote medical tourism and consequent revenue generation when patients from countries across the eastern borders come to seek medical aid.

The next decade, Dr Jitendra Singh said, will be known as the decade of the Northeast and the concept of “Act East” policy given by the Prime Minister will go down as one of the most illustrious achievements of the present government.

Among those who spoke on the occasion were Prof. H.K. Nath of Sam Houston State University, USA, Prof. Kamal Ahmed Choudhury of Shah Jalal University, Bangladesh and Prof. Dilip Chandra Nath, Vice-Chancellor, Assam University.

Union Agriculture and Farmers Welfare Minister, Shri Radha Mohan Singh has said that there are unlimited potentialities of agriculture in North Eastern states, therefore, Central Government is focusing exclusively on the development of agricultural sector in north eastern states. The Minister said that government is implementing a number of agriculture related programmes in this region while keeping in view the potentialities of organic farming along with different agriculture schemes in North Eastern States so that the people of villages may prosper. Shri Singh briefed the names of these projects as Mera Gaon, Mera Gaurav, Rashtriya Fasal Bima Yojana, Soil Health Card, and Mission for Integrated Development of Horticulture, strengthening of Krishi Vigyan Kendras as well as extension of agricultural education. The Agriculture Minister said it at the inaugural occasion of Regional Agriculture Fair 2016-17 in Central Agriculture University, Imphal, Manipur today. The subject of this fair is “In the second Green Revolution, the importance of organic as well as integrated farming methodologies.” On the occasion, the Chancellor, Central Agriculture University, Imphal, Padam Bhushan, Dr. R.B. Singh, Vice Chancellor, Central Agriculture University, Imphal, Dr. M. Premjit Singh and Vice Chancellor, Assam Agriculture University, Jorhat, Dr. K.M. Bajurbarva, were present.

Union Agriculture Minister said that organic farming is an integrated one. Through this bio diversity, bio cycling and soil bio activities are promoted. Organic farming creates environment friendly atmosphere for the crops as well as animals without the use of synthetic fertilizers, growth hormones, increasing antibiotics, stuff and synthetic pesticides. The Minister said that government is promoting organic farming through and through in North Eastern Region.

Shri Singh briefed that there is no proper development of post harvest and residual management in this region resulting in adequate losses to the farming yield. Particularly it inflicts loses on the yield of horticulture and animals. It is imperative that technological facilities might be available near the production site for the development of post harvesting processing, value addition and production growth. This will not only ensure the security of farm yield but it will generate employment opportunities as well resulting in an enhancement in the income of the farmers. The Minister added that we are supposed to frame out an adaptable strategy to convert food sector into an organized one.

Shri Singh briefed that earlier there were only 7 agriculture colleges which have gone up as 13 at present. The Minister further added that during 2014-15 the budget of agriculture education for North Eastern States was Rs. 150 crore which has been shot up by adding Rs. 20 crore amalgamated as a sum of Rs. 170 crore. He further said that during 2016-17 there has been an unprecedented enhancement of almost Rs. 500 crore (32.8%) for agricultural research budget which is now is Rs. 2020 crore. There is an addition of almost Rs. 90 crore (13.6%) as compared to the previous year in agriculture extension which has been gone up as a sum of Rs. 750 crore.

Union Agriculture Minister said that an Integrated Information Management System is being framed out for all agriculture universities and educational institutes of ICAR throughout the country. It will facilitate online information to the students related to the programmes of Universities, the activities, there of scholarship, their studies as well as curriculum. The national database of students will also be available for the students. This system will be examined first of all in the first phase for Central Agriculture University, Imphal and National Dairy Research Institute, Karnal. Thereafter, the information system concerned will also be linked with rest of the universities and educational institutes.

The Minister of Agriculture & Farmers Welfare said that there are tremendous potentiality for beekeeping in North Eastern States. Therefore, National Bee Board and Ministry of Agriculture have decided to set up an Integrated Bee Keeping Development Centre (IBDC) in Central Agriculture University, Imphal, Manipur. With this, the Beekeeping sector will be developed in Manipur and the Bee Keeper farmers will be assisted in every way.

And occupying BD is key to controlling NE. India plans to mount a parliamentary coup in Bhutan in 2019 and annex it like it did with Sikkim. 2019 is also the election year in BD. Whether such a parliamentary coup will be launched through SHW / BAL is to be observed.

Food Processing Industry in North - East India

The Ministry is implementing a number of Central Sector Schemes for promotion and development of food processing sector in the country including in North-East India. These are (1) Scheme for Mega food Parks (2) Scheme for Modern Abattoirs (3) Scheme for Integrated Cold Chain and Value Addition Infrastructure (4) Scheme for Creation/Expansion of Food Processing and Preservation (5) Scheme for Quality Assurance, and (6) Scheme for Human Resource and Institutions. The detailed guidelines of these schemes having the pattern of financial assistance, eligibility criteria, procedure for approval of projects etc. are available on the Ministry’s website at www.mofpi.nic.in. Under these Schemes, higher level of assistance is provided to the entrepreneurs setting up project in the North East Region.

No exclusive state-wise assessment of the impact of the schemes and projects in the North East Region has been carried out by the Ministry till date.

National Dairy Plan to Increase Milk Production & to Reduce Spoilage of Milk


This information was given by the Minister of State for Agriculture & Farmers Welfare, Shri Sudarshan Bhagat, in reply to a question in Lok Sabha today.

NPBBDD is implemented throughout the country including Sikkim. Under NPDD, 31 projects have been approved with a total outlay of Rs.340.77 crore out of which Rs.140.19 crore has been released to the implementing agencies. Under this scheme, Bulk Milk Cooler for milk of 388 TLPD capacity and processing capacity of 1820 TLPD capacity has been approved to help in reducing spoilage of milk due to high temperature.

One project has been approved under NPDD in Sikkim during 2015-16 with an outlay of Rs.569.32 lakh for installation of 4 Bulk Milk Coolers and 50 chest coolers at village level, organisation of 53 new village level dairy cooperative societies and expansion/strengthening of Jorethang and Gangtok dairy plant from 25 TLPD capacity to 50 TLPD to help in reducing spoilage of milk due to high temperature.

Clearance for 18 New Domestic and International Airports

As per the Greenfield Airports Policy- 2008, Ministry of Civil Aviation (MoCA) accords two stages clearances i.e. "site clearance" followed by "in-principle" approval for Greenfield airports. MoCA has granted 'in principle' approval for setting up of 18 Greenfield Airports across the country. Out of these 18 airports, the airport project at Pakyong ( Rs. 553.53 cr approx.) in Sikkim belongs to Airports Authority of India.

Meghalaya Rail Network Project


Two new line projects have been taken up to connect Meghalaya with Indian Railway network. These projects are (i) Teteliya (Assam) – Byrnihat (Meghalaya) (22 km) and (ii) Byrnihat (Meghalaya) – Shillong (Meghalaya) (108 km).

(i) Teteliya-Byrnihat (22 km): Project has been taken up at latest anticipated cost of `496 crore. An expenditure of `235 crore has been incurred upto March, 2016. Earthwork, bridges and tunnels works have been taken up. An allocation of `150 crore has been made in 2015-16 and `160 crore in 2016-17 to expedite the completion of the project.

(ii) Byrnihat-Shillong (108 km): Project has been taken up at a latest anticipated cost of `5308 crore. An expenditure of `21 crore has been incurred upto March, 2016 and an outlay of `300 crore has been provided for 2016-17. The Project is held up due to protest of Khasi Students’ Union. Final Location Survey was stopped by Khasi Students’ Union (KSU), in November, 2010 after survey upto 19.00 km. The survey was restarted in December, 2013, since then it has been stopped by KSU on many occasions of varying durations. The Final Location Survey has since been completed for 104 km. Regular meetings with State Government are being convened to sort out issues. Due to various uncertainties with reference to land acquisition, law and order etc., it is not feasible to fix time lines for completion of this project.

In Teteliya-Byrnihat and Byrnihat-Shillong new line projects, location of Byrnihat and Shillong are identified for development of goods handling facilities.

Development of National Waterways in North East Region and Three Multimodal Inland Water Transport (IWT) Terminals on National Waterway-1

For the development of National Waterways in the North East Region (NER), an amount of Rs.100 crore has been provided in the Budget Estimates (BE)-2016-17. Expenditure for developmental works being taken up on the river Brahmaputra and Barak will be met out of this allocation.


Specified stretches of Rivers Brahmaputra and Barak have been declared as National Waterway-2 and 16 respectively by the National Waterways Act, 2016. River Brahmaputra has been developed substantially in terms of fairway, navigational aids and terminals with mechanized handling facilities. This waterway is operational and vessels are operating on it.


Development of river Barak for navigation is proposed in two stages. The stretch from Silchar to Bhanga (71 km) is proposed under Phase-I and the remaining stretch from Silchar to Lakhipur (50 km) is proposed to be taken up in Phase-II. Tender for award of work for development of fairway and providing navigational aids in Silchar-Bhanga stretch is in the final stage.



The Union Government has planned construction of three multimodal Inland Water Transport (IWT) terminals on National Waterway-1(Ganga) at Varanasi, Sahibganj and Haldia and one terminal on National Waterway-2 (Brahmaputra) at Pandu. The present status of these terminals is as follows:-

Varanasi (on NW-1)

The work order for construction of Phase-1(A), mainly offshore work has been awarded on 13.05.2016 and the work has already commenced. The cost of the project is Rs. 169.59 crore.

Sahibganj (on NW-1)

The work order for construction of Phase-I of the terminal has been issued on 27.10.2016 at the cost of Rs. 280.90 crore.

Haldia (on NW-1)

Inland Waterways Authority of India (IWAI) has taken 61 acres of land on 30-year lease from the Kolkata Port Trust at Haldia Dock Complex. Tender process for award of work of Phase-I of the terminal is in advanced stage.

Pandu (on NW-2)

A high and low level Reinforced Cement Concrete (RCC) Jetty has been constructed at Pandu, Guwahati. This jetty is well connected with National Highway-31 and also with Kamakhya Railway Station through Broad gauge railway line. This jetty is in the final stage.

26 months from the date of award of work, i.e. 13th May, 2016.

Multi-model terminal at Sahibganj
30 months from the date of award of work, i.e. 27th October, 2016.

Multi-model terminal at Haldia
30 months from the date of award of work.

Development of fairway and terminal facilities in river Barak

Smt Smriti Zubin Irani Inaugurated Apparel & Garment Making Centre at Imphal, Manipur

Union Minister of Textiles Smt Smriti Zubin Irani inaugurated the Apparel and Garment Making Centre in Lamboikhongnangkhong, Imphal today. She also distributed “Pehchan” Identity Cards to some artisans. The Centre consists of one skilling block and two commercial blocks and 300 nos. of machines are installed in the centre.

Smt Smriti Irani ji said that the scheme for identifying weavers were launched in 7th October,2014 and now more than 2000 weavers have been identified and issued identity cards. She said that the Prime Minister wants to give special attention to NE states for development, the project for installing the centre is Rs 18 crore and it will be beneficial for the state and it was completed within 9 months .MUDRA scheme is also launched for the direct connectivity of the weavers so that they can be easily identified for International Exhibition.


She further added that for textile promotion in the state, the central government has sanction Rs.200 crores. The state Awardee will be given Rs.30, 000/- per month to trained weavers, 12 clusters from three districts are selected for Design Workshop training and will be given Rs.300/- per day.

Dr Jitendra Singh inaugurates the Northeast Textile & Craft Shopping Mela

Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh inaugurated the "Northeast Textile & Craft Shopping Mela" here today, which has been jointly organised by the Ministry of DoNER and the Ministry of Textiles.

Speaking to media persons present on the occasion, Dr Jitendra Singh said the opening of the Northeast Shopping Mela is yet another attempt to portray and acquaint Northeast to the people living outside the region. Expressing satisfaction for having brought Northeast in a big way to the national capital, Dr Jitendra Singh recalled that early this year, the DoNER Ministry started a Northeast stall “Purbashree” at Dilli Haat and now this Shopping Mela at Janpath. He also expressed satisfaction that at both these places, the Northeast stalls are among the first to introduce cashless sale transaction keeping in tune with the Prime Minister Shri Narenda Modi’s current push towards digital economy.

After ceremonial cutting of the ribbon to declare the formal opening, Dr Jitendra Singh personally went around each of the 30 stalls, which are devoted to textile and craft products from the eight different States of Northeast. He also confirmed the availability of cashless transaction facility and QR (Quick Response) cash transaction provision at some of the stalls.

Dr Jitendra Singh interacted with sales agents at different stalls and also spoke to some of the visiting customers in order to elicit their opinions and inputs. Accompanying Dr Jitendra Singh on the occasion were Shri Naveen Verma, Secretary, DoNER, Secretary, North Eastern Council (NEC), Shri Ram Muivah and senior officers from the Ministry of DoNER and Ministry of Textiles. Dr Jitendra Singh thanked Union Textiles Minister Smt. Smriti Irani for taking personal interest to make possible the setting up of the Northeast Textile & Craft Shopping Mela. The shopping area is spread over 30 stalls / outlets in the "Indian Craft Mela" at the popular market complex of Janpath.

Manipur Councillors Seek Doner Minister's Intervention for Financial Assistance

Dr Jitendra Singh, the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space met with representatives of Manipur Autonomous District Councils (ADCs), at New Delhi today.

A delegation of Manipur Councillors led by Sh Gennei Khup Vaiphei, Convener of the Coordination Committee of Manipur Autonomous District Councils (ADCs) and Sh Yaronsho Ngalung, Chairman, Autonomous District Council (ADC) Ukhrul, called on the Minister and discussed with him their demand for extension of provisions of Schedule-VI of the Indian Constitution to hill areas of Manipur (non Schedule-VI areas) which, according to them, will give more financial assistance and pave the way for a lasting solution to a number of long-standing problems of the region.

The delegation brought to the notice of the DoNER Minister that the ADCs in the State of Manipur were established over four decades ago following the passage of the Manipur Hill Areas District Councils Act, 1971, but these are still controlled by the State government denying them adequate empowerment.

It will be pertinent to mention that Schedule-VI of the Indian Constitution provides for greater financial power and direct funding of district councils from Centre. It also enables appropriate judicial and legislative powers conducive to the powers of the region and tribals. However, the Fourteenth Finance Commission (FFC) in para 9.109 of its Report has stated that areas under Schedule-VI in Meghalaya, Mizoram, Tripura and Assam, the areas in the hill districts of Manipur, rural areas of Nagaland and Mizoram will remain outside the ambit of the measures recommended for Panchayats and Municipalities.

Through a representation submitted to the DoNER Minister, the Manipur Councillors raised the issue of allocation of funds to ADCs of Manipur which do not fall under the Schedule-VI of the Constitution. It was also stated that in 2015-16 Rs. 1,000 Cr was released as one-time special assistance to the areas covered under Schedule-VI of the Constitution. Further, in 2016-17 budget also, provision of Rs. 1,000 Cr was made for grants to Autonomous Council areas covered under Schedule-VI and it is demanded to consider assistance also for development of the areas excluded from the consideration of the Fourteenth Finance Commission.

Dr. Jitendra Singh told the delegation that the issue has been under deliberation for the last one year. He said, the DoNER Ministry will further follow it up with the Ministry of Finance as well as with Niti Aayog and the Ministries of Panchayati Raj and Tribal Affairs.
