Rape conviction in Pakistan (and India) is a difficult goal to achieve for the reason that we are still following an archaic, neo-colonial legal system that needs to be scrapped ASAP. It is flawed on numerous levels and drafted keeping in mind that higher offices will be occupied by individuals from Britannia who will not share the subject society's biases and beliefs. Here's a brief step ladder system that disqualifies rape cases so that there are zero conviction:

1. Rape carried out by locals, baradari system comes into play, matter is buried for good, victim married off to rapists.

2. If the victim protests, elders intervene and try to impose a solution which may see the victim killed or married off to the rapists.

3. If the victim persists (and survives), the matter reaches local police who will avoid becoming involved in "Internal Family Matters" because they are also from the local populace and will tell the victim of the humiliation she will have to face and encourage her instead to marry the rapists.n

4. When the higher matter goes to the lower courts, the rapists can easily blame the victim of being a woman of low character and bribe the judge to work for an out of court settlement that, you guessed it, urges the victim to marry her rapists.

5. The case reaches the higher courts, if by some miracle the victim and her family are not dead yet and they keep issuing date after date until finally the case is disqualified for lack of evidence.

Keep in mind that this doesn't happen in Pakistan alone, this is a common phenomena in the entire sub-continent and it requires more than cheap point scoring and finger pointing to overcome, a more determined effort is needed to ensure that our societies and kin can foster to their true potential.

Why couldn't women security bill get rid of zina rule as well?

The post by @Icarus tells us what is wrong but dont touch upon why it is? Why there is no measure to safeguard the victim and why the families are forced to compromise and let go away the justice they deserve. Why pakistani society endorses this injustice, since no family will compromise if they are well supported by society and administration.

Because no family wants to deal with the stigma of a daughter who was raped.
 
That is also quite dismal in India.

See the statistics - 50% convictions in 1973 to 25% now - of course its pathetic, but not every crime is a true crime, plus the umbrella of sexual violence has widened, bringing into its fold marital rape, date rape, sexual molestation etc.

It is a slight improvement but it still hasn't addressed the core issue has it? Rape is still rampant. For that, we require an overhauled judicial system and greater education.

Critics of the law include those who claim that it equiparates the crime of zina (adultery) and zina bil jabr (rape). A woman alleging rape is required to provide four adult male eyewitnesses. In principal, the failure to find such proof of the rape does not place the woman herself at risk of prosecution. However, in practice, these safeguards have not always worked.

Moreover, to prove rape the female victim has to state that sexual intercourse had taken place, which seems in practice to be viewed judicially as an admission of guilt on her own part, rather than as evidence of rape (see blaming the victim). If the alleged offender, however, is acquitted for want of further evidence the woman now faces charges for either adultery, if she is married, or for fornication, if she is not married.

According to a report by the National Commission on Status of Women(NCSW) "an estimated 80% of women" in jail in 2003 were there as because "they had failed to prove rape charges and were consequently convicted of adultery."

True irony but then how come this menace be treated? There is an essential need of two things-
1- Social awareness - so that people dont see victim with disdain and can truly sympathize with her. She can live a proud life thereafter.
2- Administration support - Assure no one get killed just because they dont fall in line with culprits. Assure no local religious/political body can influence the victim and their family course of action.

1st will bring upon the 2nd automatically.

I meant an improvement over our situation.

Indeed, quite a few cases may go unreported and hushed up to keep the family from being dishonoured.

Its the same in our country mate a raped women is considered dirty.Her life is ruined her chances of getting married are gone and if she is married there is a big chance her husband could leave her.Until we start to change our thinking alot of rapes in both countries wont get reported.

There are hundreds of rape threads on India here -so lets leave your present moment of revelation to those threads. Do not generalize what happens to a rape victim or not based on some old bollywood movies.

A rape victim in most cases is taken under the guidance of women's welfare organizations on the express orders of the court where her case is pending. They rehabilitate her to the best of their abilities and help her to face upto any twisted stigma that low minded individuals bring upon her.
 
Indians only need to create an issue & specially that issue which favors them.

To all the Indians mind your own business & take care of your own country, we don't need your help & no one over here is asking for your help. So go & do what you all Indians do best shine your dull India & do puja of your fake stars.
