Afghan President Ashraf Ghani has taken a firm stand against joining the China-Pakistan Economic Corridor (CPEC) during his recent visit to India, said a Tolo News report.

Ghani has said that he would not join CPEC if Islamabad refused to permit connectivity between India and Afghanistan, according to India’s Live Mint news portal.

It said the Afghan president also rejected what he termed a “Pakistan-managed” effort to broker peace in Afghanistan.

Ghani’s refusal came just a week after the recent four-nation Quadrilateral Coordination Group (QGC), comprising Afghanistan, China, Pakistan and the United States, talks in Oman aimed at getting the Taliban to the peace talks tables.

During his speech at the Vivekananda International Foundation think tank in New Delhi, Ghani said Afghanistan was fully capable of concluding a peace process on its own.

“Our approach to internal peace is to own it through Afghan government-led processes,” Ghani said.

“We would like a push factor from Pakistan vis-a-vis the Taliban, not a Pakistan-managed peace process,” he added.

Pakistan has long been urging Kabul to eradicate “sanctuaries” for militants on its soil while Afghanistan, in turn, accuses Islamabad of sheltering the leadership of the Afghan Taliban militants who are battling the Western-backed government in Kabul.

Both countries deny aiding militants, but relations between the two have soured in recent years.

Former Indian ambassador, Phunchok Stobdan, alleged that China and Pakistan intended to develop the corridor not just for its economic benefits, but also is motivated by the "strategic intent of besieging India", though he also stated that India can do little to scuttle CPEC, and that avoiding China's One Road One Belt project altogether would be to the detriment of India.[380]

The Indian Ministry of External Affairs in May 2015 also summoned the Chinese envoy in New Delhi to lodge India's opposition to the project.[381] The Chinese Premier dismissed the concerns, describing CPEC as a "commercial project"[382] that would not target any third party.[383]

In May 2016, India's Minister of State and External Affairs, Vijay Kumar Singh raised concerns regarding CPEC.[384] Despite Indian objections, China and Pakistan initiated works on the $44 million Pakistan-China Fiber Optic Project on May 19, 2016 which will require passage through Gilgit-Baltistan; the same region for which India expressed concerns to China.[385] Former Indian National Security Advisor M. K. Narayanan also in May 2016 stated "CPEC must be viewed as a major threat. Both countries [China and Pakistan] have a common intention to undermine India`s position in the region."[384]

Despite objections, segments of the Indian public, as exemplified by former Indian Ambassador Melkulangara Bhadrakumar, regard the project as in India's interest vis-à-vis Central Asia, and warn that India might "lose heavily" were India to remain opposed and isolated from the project.[386]

On August 28, the China Institutes of Contemporary International Relations suggested that China will have "to get involved" if India disrupts CPEC.[387] Indian National Congressleader Manish Tewari said that if ultimately the CPEC is going to threaten India, then it should be opposed.[388]

Any import or export via gwadar port is considered trade activity. The port is in operational for more than 10 year. If you didnt follow news between 2008-2013, read following news articles.

Afghan President Ashraf Ghani has said that his country will not be a part of the China-Pakistan Economic Corridor (CPEC) unless it is given access to Pakistan's Wagah and Attari border, DNA India reported on Wednesday.

Addressing a gathering at the Vivekananda International Foundation in New Delhi, Ghani said that Kabul will restrict Pakistan's access to central Asia if it is not given access to India through the CPEC project, according to the DNA article.

The comment comes a week after a meeting took place between representatives of Afghanistan, China, Pakistan and the United States in Oman, in which the revival of peace talks with the Taliban was discussed.

"Sanctuaries are provided, logistics are provided, training is provided, ideological base is provided [...] Pakistan has come to a juncture and it needs to make a choice," DNA quoted Ghani as saying. "Our reaction will be determined by its [Pakistan's] choices."

According to DNA, the Afghan president also welcomed India's new role in Afghanistan as discussed in the new US policy for the region.

Ghani termed the Trump administration's South Asia strategy a "game-changer" for the region as it "recommends multi-dimensional condition-based approach for the region."

Ghani visited India just a day after US Secretary of State Rex Tillerson's surprise visit to Afghanistan.
