Counties don't need cultural or ethnic ties to be strong allies/partners. In fact I believe it's even the opposite. Countries who share similar ethnic, cultural ties or in same neighborhood often tend to have more enmity, competition, jealousy and hostility among each others than those that are foreign to them. An example, I'm sure there are countries outside Asia who have far better ties/favourable views with China than China's neighbours ( for example African countries , latin America countries, middle Eastern, South Asia etc etc have far better ties/favourable view and strong ties with China than its neighbours ), same with India, we all know your neighbours despise you compared to foreign far away nations that have good ties with you, same with Russia, I don't need to talk about how much Russia's neighbours fear and have a negative view of them (which is normal looking at their history). Etc etc. So ethnicity has nothing to do with alliances. If anything, sometimes its usually the opposite. LolUS & British Empire shared ethnic ties, language and cultural ties
Russia and China share nothing. You had shared ideology in the past.
