Exactly. Blessings of 18th amendment. Problem was and still with Imran Khan is his lack of knowledge of ground realities. As someone wise once said: Holding elections doesn't bring democracy as much as imposing Shariah Laws make Islamic Society.

The 18th amendment gave great powers to the provincial governments which allowed them to control their provincial territories and budgets without much involvement of the federal...

The local bodies receive fundings from the provincial govt. The federal does allot budget yearly to the provinces but the each province can raise their own funds as well for example investing to budgets to create greater amounts or self raising and financing although the federal allotmrng does play a huge role.

The local bodies get their funds from the provincial govt. The thing is that the job of MPA is to make law and the job of local bodies is to develop areas. Its all very well and good on paper but reality is horrifyingly different. You see these MPA and MNA are rulers of their constitutions and need to show work in that area to get reelected. They can't come to an am admi and tell him that I an you lawmaker so vote for me. The am admi will answer why should I care about law? What have you done for me and my area? The gutter is boiling, the road is down and there is no school.

Pakistan has created such a political structure where its very hard to leave it due to the mindset of the people...

Thus govts are stuck as they have to provide funding now to mpa and local bodies...

Kpk should really look into it bcz imran in his manifesto clearly mentioned that he will focus on creating the difference between local developer and lawmaker. However it seems that reality has unfolded on him and he has realized how hard it really is. Nevertheless should look to allot them budgets...

Exactly. As I said earlier above. Imran Khan has no clue about ground realities. That's how he loses every election big time. That's how he is failing to deliver in KpK. That's how he cannot hold free and fair elections in his own party.

I definitely agree with statement number one.. Imran is massively naive when it comes to knowing ground realities which in turn hampers his election campaigns.. He gives himself and his party impossible goals and ends up falling well short that even a small victory looks like a massive loss so I agree with statement number 2.

I don't agree with three as kpk and Punjab are the only two provinces where work is being done. He has started various projects and although his efforts have been mainly on unseen developments he is also trying to cover the seen development part. Not as much as he boasted but pretty good.

Statement number can be easily true and can be false. The thing is and fact is that the likes jahangir tareen and other big fishes will win. They are strong people and by now should have created groupings and strength to win by fair means just like in an election. Tbh this time Imran is going to take a step back from his new guy mantra and have powerful old fishes stand in general election and if he does that then he will prove that he is atleast becoming a little more aware of the ground realities...

The people despite their claims of new guy will always vote for the old strong cadidate from their area.

The 18th Amendment focused on unbundling of spending responsibilities but did not address the revenue assignments. This created a tussle between thecenter and provinces over the administration of the GST on services. Once this assignment will go to the provinces, they will adopt a serious approachtoward raising the tax base.

So what we have at hand is a half baked cookie, the amendment leaves a grey area on who collects the revenue.As long as Provinces are not able to collect revenues how will they be able to have the required funds???

There's a difference between an honest question and a stupid question. People here are expected to have a reasonable understanding of how system works.

Peshawar district govt unveils, approves Rs838.201m budget
Major focus put on improving conditions of schools, roads



PESHAWAR: The Peshawar district government on Tuesday unveiled and approved development budget for the session 2015-16 with a total outlay of Rs838.201 million where a major share was allocated for improving the conditions of schools, construction and repair of roads.

District Nazim Muhammad Asim Khan presented the budget in the District Council. Naib Nazim Syed Qasim Ali Shah chaired the session.

The council saw uproar just before the district nazim’s speech when some councillors started criticising the district and town administrations for converting a college into town offices. The protesting councillors were led by Safdar Baghi and Razaullah Khan. They, however, ended the protest on the assurance of the district nazim.

In his budget speech, Asim Khan said that an amount of Rs163.251 million had been allocated for improving the conditions of schools in the district and providing them the facilities. A similar amount - Rs163.251 million - has been allocated for repair and construction of roads, he informed the council.

A total of Rs81.625 million would be provided for basic health units and civil dispensaries. Funds amounting to Rs48.128 million have been allocated for agriculture, Rs81.625 million specified for cleaning drains and providing potable water.

An amount of Rs48.128 was allocated for woman development, and as much amount for sports.Moreover, Rs204.064 million would be released to the union councils as discretionary funds. This amount would be equally disbursed among all the 92 union councils of the district and each union council would get Rs1.113 million.

The district nazim said that he felt proud as he was the first nazim of the district in the local government system implemented during a democratic government.Asim Khan pledged to utilise his authorities for the wellbeing of the people of the district. He urged the councillors to support the district government for restoration of the glory of the city.

The nazim said the district government would focus attention on improvement of the conditions of education and health facilities. He said he would try his best to provide missing facilities to the schools and basic health units.

Asim Khan said that the reconstruction of the damaged infrastructure, particularly roads, was also a main focus of the district government. He promised to give Peshawar a network of standard roads.The nazim made the pledge to promote agriculture and sports in the district. He said women would not be ignored in the development process.

Might have to do with lack of funds going through, bureaucracy needs to be revamped, politicians alone cannot bring a change, people need to change. Credible source needed @Zaneesh852 ... At least, they are protesting while others will continue to act as slaves rather than servants.
