It clearly shows by mention of Simla pact Russia supports Indian stance on Kashmir.
Russia’s position of principle on this matter has not changed: we believe that the differences between Islamabad and New Delhi must be settled through bilateral talks based on the 1972 Simla Agreement and on the 1999 Lahore Declaration.

Khamenei who? Who cares, their official stance is lip service. Solving the issue bilaterally. But you can keep jumping by twisting few words. Even if everybody is in support of Pakistan's stance, why do you think India will accept that demand?
