The answer is very simple. USSR / Russia has exercised ‘Veto’ in UN Security Council a few times in the past favouring India.

99th Russian veto of December 1961 was against a resolution calling for a ceasefire when India was swallowing the Portuguese colony of Goa.

Russia’s 100th veto in the United Nations Security Council of June 22, 1962 quashed the Irish resolution calling on India to honour 1948 UN Security Resolution and hold a plebiscite in Kashmir.

Iran was initially pro Kashmiris, but after Indian help during the sanctions just after Khomeini revolution and during the last few years; Iran is unliklely to annoy India. In actual fact, I am doubtful that even Saudi Arabia and UAE would forcefully support Kashmiris cause. However, this does not imply that India is right about her cruelty on the Kashmiri Muslims, it is simply the ‘Realpolitik’ in action.

Indian economy is about 7th largest in the world and few countries would want to be on her wrong side her even when she is horribly wrong.
