I thought you can understand the basic things...... let me explain it to you......

The article said " The Mumbai don is not in Indian Intelligence's Radar" That means RAW has lost the trace, which means he has managed to escape from the radar and the article also says " Right now He is on Pak-Afghan border"

Your whole argument seems to hinge on the obvious ambiguity of the Indian stance. Previously it was Karachi (hell you guys used to give an address in Clifton), sometimes Dubai, now you say it's in FATA region. But a different minister says you guys have completely lost track of him.

Let me put two statements in front of you, and you tell me how these two statements mean the same thing:

Statement 1: "A person is not on Indian intelligence's radar, and it would only be possible to bring him back to the country once his whereabouts were discovered."
Statement 2: " As he is the most wanted criminal... Right now he is this border region."

I challenge you to show how these two are similar. Your own post has both these statements in one sentence. I suggest you clarify your own stance before hawking at others.
