Interior Minister Chaudhry Nisar on Thursday threatened to block "all social media websites" that host blasphemous content hours after the Islamabad High Court (IHC) ordered the government to open an investigation into online blasphemy.

The issue came to the fore in January, when five activists were reported missing. Four of the missing activists were returned to their families weeks later, but not before they were tarnished by a virulent campaign to paint them as 'enemies of Islam'.

On Thursday, the IHC ordered the government to open an investigation into online "blasphemy", threatening to ban social media networks if they failed to censor content deemed insulting to Islam.

"We will go to any extent [including] permanently blocking all such social media websites if they refuse to cooperate," the minister said in a statement.

No country can allow religious sentiments to be hurt or top state functionaries to be subjected to ridicule under what the minister described as "the pretext of freedom of expression."

IHC judge Justice Shaukat Aziz Siddiqui asked the government to form an investigative committee to report back next Monday over the issue, saying he could order social media sites to be blocked if offending content remained online.

"The judge ordered the government to make a Joint Investigation Team with Muslim officials only to look into the blasphemy issue," said advocate Tariq Asad, the petitioner in the case.

Rights groups say the label of 'blasphemer' is liberally applied by religious conservatives in order to silence criticism of extremism.

Even unproven allegations can be fatal. At least 65 people, including lawyers, judges and activists, have been murdered by vigilantes over blasphemy allegations since 1990, according to a recent think tank report.

Pakistan previously banned Facebook for hosting blasphemous content for two weeks in 2010, while YouTube was unavailable from 2012 to 2016 over an amateur film about Prophet Muhammad (Peace Be Upon Him) that led to global riots.

But Pakistan later came to agreements with major internet firms to block within the country material that violated its laws, generally once the companies had performed their own cross-checks.

Yasser Latif Hamdani, a lawyer who worked to get YouTube unblocked, said previous web censorship had also originated with court orders and the judge could succeed in implementing a fresh set of bans.

No need to act like molvis ban pages not whole sites

@Musafir117

Bro the article that you shared has some mistakes, be careful when posting content from Dawn Group, Express [Tribune] , JAng Group [the News].

Facebook was not banned, it was Youtube. The actual timeline is 2012-2015 when PTA ignorantly allowed Youtube cos of a technical glitch. Youtube was still accessed using HotSpot Shield and proxies during the ban.
The report inserted in partial propaganda with the report like the statistics 65 people killed due to unproven allegations of blasphemy since 1990, they did not name the 'thinktank' or the 'report'. Its completely false the report tried to write lawyers, activists with proof I can tell you the no. is not even 2 as far as no.s who died unnaturally defending a blasphemy case. As it says anyone alleged of blasphemy has been murdered, no. 1 example of a person who was alleged of blasphemy and still alive, continues to work is Asma Jahangir [alleged in 1987/88]. She was also charged under 295-c she can still be seen ALIVE doing her anti-state activities with impunity. PAkistan Peoples PArty hhas been supporting her alongwith Marvi Sirmed.
@Musafir117 Bro Dawn, Tribune can't be trusted plz be careful as u also posted unauthenticated propaganda alongwith the Ch. Nisar report

Pakistani People were constantly using Youtube when it was banned by Govt after the Insulting movie .. so i doubt anything will happen, Facebook will not ban those pages , as they Don't give a Fcuk about Muslim sentiments , and failed to do so , Pakistan Govt will banned those sites .. and our Super Duper Muslaaman will start using Proxy to get access to these sites .. Deen Imaan hi nai hai kisi ka

Keep banning blasphemous content from showing in Pakistan

@Starlord

What u said is twisted and munafiqism, only an indian hindu troll or mentally conditioned American, Canadian of Pakistani ethnicity or foreign funded mombatti Pak resident can say this. If PAkistanis did'nt give a f*** the ban could'nt have gone for even 6 months, let alone 3+ years. Everyone suffered cos of limited access, I was a \student I suffered cos of the availability of the worlds many software content for studies on youtubge, yet I did'nt write a single email to PTA to unblock the ban. And I'm not alone there are millions who suffered [sometimes more money] yet spend more money on getting it thru alternate sources.
Tune.Pk, vdo sharing website is the success story of that time. A lot of TV drama content was uploaded there apart from various software tutorials, etc..
Google got screwed by US district Court to remove the vdo in Feb. 2015 which was ploy to get youtube unblocked. PAk Authorities stood on their ground saying the content can still be viewed and no filter is being deployed. Youtube did press BS that Pakistan is 0.1% of total internet traffic and quietly tried many measures from 2012-2015 to get access in Pakistan with a double // and . after youtube, PTA found it and blocked these jerks.
Then Google itself launched country specific 'localized versions', to allow a filter if a country wants it or block certain content a country feels is offensive to its community. This happened in PAkistan, Sri LAnka not Malaysia or Turkey cos PAkistan stood its ground and then the google inc. sh*theads themselves complied

If Facebook does it it'll also suffer, for the Pakistanis there is definitely another platform needed so they don't get to suffer. US-origin companies will in future continue their information war against us, an alternative is a must now.

It's nothing to do with molviet these web sites are tool of spreading hate dis respect Holy characters hub of terrorist orgs. Banning few pages are not the solution.
Ban specifoc pages not whole websites this could turn into ban on anti govt posts

No need to act like molvis ban pages not whole sites

if facebook doesn't cooperate, the whole site should be banned -- This so called "facebook" is just another tool of propaganda/ hate speech. Try posting something against so called holocaust -- What about this facebook taking down pages showing pellet gun marks on Kashmiris.

and Plz grow up & act maturely --- firstly molvi isn't something to be ashamed of & secondly anybody supporting ban doesn't mean that he is acting like a molvi -

New pages will be created, so what than ?

Yes i did post against holocaust and israel try harder :-)

Why not the government first punish those who do blasphemy in the name of liberalism & freedom of speech. Sorry to say but the Pakistani establishment itself is a joke including it's "holy" intelligence agencies. If we as normal people know what these nasty so called liberals are upto, then it's without a doubt that the government and it's machinery isn't in loop. So why are these people still running around? If it's the Western pressure then I have to believe that Pakistan has lost its purpose.
