The new Indian army chief General Dalbir Singh Suhag on the first day of holding office issued a stern warning to Pakistan referring to alleged beheading incidents of soldiers, stating that the said actions would get an “intense and immediate” response, a report published on the Times of India website said.

The alleged beheading of an Indian soldier, Lance Naik Hemraj, by Pakistani soldiers along the Line of Control (LoC) in Poonch sector on January 8, 2013 came under highlight.

The newly appointed army chief upon receiving the guard of honour addressed reporters on the occasion and said that there would be timely reciprocation of such incidents.

General Dalbir was asked how the Indian side had given a ‘befitting reply’ to Pakistan over Hemraj's alleged beheading as stated by former army chief General Bikram Singh.

Responding to this, the new army chief gave a confounding explanation on the subject saying: "It has been done. Please understand that when we use force, that use is from tactical to operational to strategic levels.”

The Indian side has accused Pakistani special forces of beheading Hemraj and mutilating the body of Lance Naik Sudhakar Singh.

In 2013, a spate of cross-border skirmishes raised tensions between India and Pakistan, who have fought three wars since independence from Britain in 1947.

The Indian army had claimed in January last year that firing by Pakistani troops near the LoC had killed two Indian soldiers, with one’s head allegedly severed and taken away.

Islamabad has repeatedly denied that Pakistani troops have been involved in any attacks, also claiming that India has been using “propaganda” to divert attention from a deadly raid it had conducted on a military post leaving a Pakistani soldier dead and another injured.
Ask him to do it Modi said same crap before elections but after elections Indians have lost few soldiers on the hands off Pakistan Army but Modi is no where

1) This was response to a question asked by a stupid journalist, looking for a aggressive head line or a flash news scrolling...
2) He asked the New chief what could be the response of in case another beheading kind of situation comes up?
3) What you expect the army chief to answer? No No, we will keep quiet, we will go with a white flag and request PA (or it extended arm) to return the head????

Rofl, but main point is, he cant do a thing without any explicit order from CCS, unlike from Pak, where civilian govt. even have no clue to how to control its army.
Actually, he pretty much said that "low level" incidents such as assaults across the LoC, un-provoked shelling/firing is "handled at the tactical level by the local commanders". Forget the civilian government, the local commanders don't even have to check with their COAS.
 
The Pakistani allegations of beheadings by Indian Forces are pure unadulterated rubbish!! In fact they're laughable! It's amusing how the PA goes crying to the UNMOGIP everytime to complain about Indian Army's actions!
Why is it amusing? UNMOGIP is the correct avenue to use when lodging complaints against Indian violations of the LoC and barbarism and war crimes (massacring civilians) of the Indian Army. India should try implementing its obligations as a signatory to the UN Charter one of these days.

What really comes across as depraved in your comment is the fact that you can only see fit to criticize the Pakistani decision to use the UNMOGIP channels provided per the UNSC Resolutions that she is bound to follow as a signatory of the UN Charter, and you choose to completely avoid any condemnation of the alleged actions of the IA in committing war crimes and mutilations.
How about the covering fire they keep giving to the terrorists trying to cross the LoC/IB which results in ceasefire violations?
What covering fire? The insurgency in J&K (and infiltration across the LoC) have gone down dramatically over the last ten plus years in large part due to the actions taken by the PA on its side. The fact is that it is impossible to prevent 100% infiltration (as can be seen on the Afghan-Pakistan border and the US-Mexico border), and unfortunately when that happens and kinetic action is taken by one side, the other side perceives it as a potential violation and responds, resulting in an escalation.
