Prime Minister Narendra Modi who visited three Indian Ocean nations Seychelles, Mauritius and Sri Lanka last week made sure his visit increased India’s footprint in the region. His Indian Ocean diplomacy may also be seen as India’s effort to keep China at the bay in the strategic region.

However, Sun Ding has termed it as “Narrow-minded interpretation of Modi’s Sri Lanka visit drives no wedge between China, India.”

The trip was historic in many ways as Modi became first Indian leader to visit Syechelles in 34 years and Sri Lanka in last 28 years. He also became first Indian and second world leader to visit Tamil heartland Jaffna ravaged by war. He handed over 27,000 new homes to Tamils who had become homeless during the civil war, says report.

David Brewster writes in Lowyinterpreter, Modi is now breaking some long-standing taboos in Indian foreign policy.

He further writes, “Enhanced security cooperation was very much at the forefront of Modi’s visits last week to Seychelles and Mauritius. India has long acted as a security provider to these islands, including fending off feared coups on several occasions.”

About Sri Lanka he writes, Modi’s visit to Sri Lanka – the first Indian prime ministerial visit for almost 30 years – focused on rebuilding the political links between the two countries that have often been frayed and irritated by the Tamil issue. Modi pledged India’s commitment to the unity and integrity of Sri Lanka, but also pressed Colombo to implement its promises of devolving power to the Tamil community.

Sri Lankan President has also termed the visit as new page in Indo-Lanka cooperation.


Amid increasing Chinese focus on the Indian Ocean, India is aiming to pitch in with all help to island nations like Seychelles, Mauritius and Sri Lanka.

China has been making inroads into these island nations with infrastructure projects that has raised India’s eyebrows.

The prime minister’s visit to Lanka is considered to be an opportunity to further strengthen all aspects of the bilateral relationship with Sri Lanka.

His trip to Lanka is also the first standalone prime ministerial visit to the island nation since 1987 when Rajiv Gandhi came here. Two sides signed four agreements on visa, customs, youth development and building Rabindranath Tagore memorial in Sri Lanka.

Cementing its strategic partnership with Seychelles, India has signed four agreements with the Indian Ocean island nation to boost security and maritime partnership.

Modi termed his visit to Seychellles as “Short it may be, but this visit has been very productive,” this was reported in India Today.

Modi launched Coastal Surveillance Radar Project in Seychelles. He described it as another symbol of the cooperation between the two countries. Modi termed Seychelles as a trusted friend and strategic partner of India.

India and Mauritius inked five agreements, including in ocean economy and for setting up and upgrading infrastructure on an outer Mauritian island.

“Prime Minister Narendra Modi also commissioned the Coast Ship Barracuda for Mauritius which is a testimony to the defence partnership. The ship was built as per Port Louis’ specifications,” writes Dipanjan Roy Chaudhaty in Economic Times.

India has also offered 500 million concessional Line of Credit to Mauritius for key infrastructure projects. It shows India is keen to play vital role replacing China in the development of these nations.

The Indian Ocean is not India’s ocean alone but the Modi vision is laudable: “We seek a future for the Indian Ocean that lives up to the name of SAGAR – Security and Growth for All in the Region.” says C Uday Bhaskar.
