So it's just a general statement without specific targets to achieve? HDI target? GDP per capita?

China, which is 20 years ahead of India in most measures, is still not considered a developed nation. And they only aim to be a developed country by 2049, the 100th anniversary of the founding of the People's Republic. It's also only around 2047 Hong Kong will be fully under the PRC administration, which Deng Xiaoping predict China to be a developed economy like HK.
Malaysia, which has more than 4 times the per capita GDP of India, aim to be a developed country by 2030 with annual 6% growth according to their Prime Minister.
No one sees the average of the world to reach 'developed' status any time soon.
Indian politicians should just lie low and allow India to grow quietly instead of making superfluous goals every time, only to backtrack later when the goal looks impossible. Wish India all the best.
