Actually here in Canada, the service provider charges anywhere between $20 to $60 to unlock a GSM phone even if you have bought if off them when the SIM card and the package was bought. They don't care what reason you give them, simple thing is, you want your phone unlocked, you have to pay for it.

Well if you can travel a bit; the best place I know is in Scarborough Town Centre. Its a small booth (more like a cart) and goes by the name of Cell Mate. Pakistani people own and operate it. You'll get a good deal (in any case the unlock service will cost you much less than what you would normally pay your service provider).
