Defence minister Manohar Parrikar on Thursday hinted at a covert response to fight terrorism and said any country planning and plotting against India would be dealt with "pro-actively".
"We have to neutralise terrorists through terrorists only. Why can't we do it? We should do it. Why does my soldier have to do it?... kaante se kaanta nikalta hai (you remove a thorn with the help of a thorn)," Parrikar said at an event here, adding that terrorists in Jammu and Kashmir were being paid monthly salaries ranging from Rs 10,000-Rs 15,000.
The minister said the NDA government had succeeded in reducing the porosity of international borders in the last one year and had created a robust intelligence network to safeguard the country's security interests.
Reacting to a CAG report on the army facing a massive shortage of ammunition with reserves that would barely last 20 days of intense fighting, Parrikar said the report was based on the situation that existed during 2008-2013. The scenario has improved, he said.
"The ordnance factories have increased their output by 18%, while the items in the "critical list" mentioned by the CAG have come down from 125 to 66," the minister said.
On military modernisation, Parrikar said there were a staggering 339 proposals for acquisition with a combined value of Rs 524,000 crore and he had asked the armed forces to prioritise them. "We are pursuing 85-86 important projects with a value of Rs 100,000 crore," he said.
On last year's unsolved Pune Su-30 crash, Parrikar said all mishaps could not be solved just like all crimes could not be solved.
