NAB accepts Mushtaq Raisani's plea in embezzlement case

The National Accountability Bureau (NAB) has decided to accept the plea bargain request of Mushtaq Ahmad Raisani, Balochistan's former finance secretary as well as Sohail Majeed Shah, the contractor and frontman of Khalid Langove, the former adviser to chief minister Balochistan for finance.

The former civil servants, will pay NAB an amount of over Rs2 billion as part of the plea bargain, a press release issued by NAB on Wednesday said.

On May 6, NAB recovered more than Rs730 million from Raisani's residence in Quetta.

He was accused of embezzling billions of rupees from local government development funds, a senior NAB official, who did not want to be named, had told DawnNews.



Following Raisani’s arrest and the recovery of embezzled money, the provincial finance adviser Langove also immediately offered his resignation from the post.

The Supreme Court on Oct 24 restrained NAB Chairman Qamar Zaman Chaudhry from approving deals for voluntary return, a provision under the National Accountability Ordinance (NAO) 1999, that allowed people found guilty of corruption to pay a certain portion of the embezzled money and be released without any stigma.

The option of accepting a plea bargain, however, remains on the cards.

By the way what the hell our law enforcement agencies specially isi and mi are doing ... They can pressurise gov and judiciary for justful trials of musfraf as he is an army man but what about justful trials for common man ?

It was our case ... Money looted was hard earned tax money of mine ... Why cant they pressurize nab for grabbing these black sheeps with neck and put them behind the bars ...

I had lots of hopes from raheel sharief but not a single powerful person is actually convicted just put behind bar as a show case and dr asim and model girl will come clean after few years as heros ... And will claim innocent like zardari ...

My question to all military persons here ... What the hell is going on ??? Do we have anyone on our side ??? Or is this country is just powerful and military is also fine with it ???

Alhamdullilah Alhamdullilah Allah kay fazlo karam say (Only in Pakistan) ... where 120 Arab flat wala bablo paya ja sakhta hey tu 40 Billion wala tu kaka bacha huwa lol THANK YOU IMRAN KHAN and RAHEEL SHARIF both literally exposed ... naanga kardiya hey every single GOVT institute ko....

No wonder Balochistan is so underdeveloped. If the finance secretary has 730 million in cash and two billion in houses, just imagine what the ministers and CM make through corruption.

This is beyond belief, a thief with so much money can get away scot free, NAB is a disgrace, this is sending a wrong message, anyone with unlimited amount of money can get away with anything in Pakistan.

Read section 25 of NAB ordinance. These black sheep enjoy legal cover.

[25. (a) Notwithstanding anything contained in section 15 or in any other law for the time being in force, where a holder of public office or any other person, prior to the authorization of investigation against him, voluntarily comes forward and offers to return the assets or gains acquired or made by him in the course, or as the consequence, of any offence under this Ordinance, the Chairman NAB may accept such offer and after determination of the amount due from such person and its deposit with the NAB discharge such person from all his liability in respect of the matter or transaction in issue:

Provided that the matter is not sub judice in any court of law.

(b) Where at any time after the authorization of investigation, before or after the commencement of the trial or during the pendency of an appeal, the accused offers to return to the NAB the assets or gains acquired or made by him in the course, or as a consequence, of any offence under this Ordinance, the Chairman, NAB, may, in his discretion, after taking into consideration the facts and circumstances of the case, accept the offer on such terms and conditions as he may consider necessary, and if the accused agrees to return to the NAB the amount determined by the Chairman, NAB, the Chairman, NAB, shall refer the case for the approval of the Court, or as the case may be, the Appellate Court and for the release of the accused.

(c) The amount deposited by the accused with the NAB shall be transferred to the Federal Government or, as the case may be, a Provincial Government or the concerned bank or financial institution, company, body corporate, co-operative society, statutory body, or authority concerned within one month from the date of such deposit]

[(b) Chairman, National Accountability Bureau:

(i) There shall be a Chairman NAB to be appointed by the President in consultation with the 3[Leader of the House and the Leader of the Opposition in the National Assembly] for a 4[non-extendable] period of 5[four] years on such terms and conditions as may be determined by the President and shall not be removed except on the grounds of removal of Judge of Supreme Court of Pakistan 6[:

Why are people so surprised? Did anyone for a second assume that he was actually going to get prosecuted? Not a single high profile individual has ever been prosecuted in Pakistan for corruption.

But than again, if your Prime Minister is corrupt to the core, and has been caught stealing with his pants down, its only natural the Chief Secretary also be allowed to do the same. Our NAB Chairman was recently caught where he was filing fake affidavits to get a small Army Pension, so why surprised if NAB let him go. Corruption for the powerful in Pakistan is legal, and rightly so they are busy looting the country with both their hands. And frankly so, i don't feel bad anymore. The people deserve it since they vote for these people, you reap as you sow.
