Well, there is no shortage of power.
As far as I understand power is available for states to buy at considerable rates.
Problem is infrastructure, which they are tackling at war path.
As with any infra improvement, all can not be done at once.
That's why I said to criticize after 3 more years when BJP's term gets over to criticize. That would be fair in my opinion.
The problem in debt. In my case, JSEB (Jharkhand State Electricity Board) does not have money to buy power, all the Power generating companies have put in strict conditions like clearing prior dues for power to supplied. This leaves a deficit of 50% state wide. Now of the remaining 50% majority of power is diverted to Ranchi, Jamshedpur and Bokaro. Balance is given to industries at a much higher rate leaving very little for common man.
Reason for such a condition - Daylight robbery by previous UPA and NDA govts in our nascent state.
