Its probably the only traditional dance in India (popular, across the country - not only regional) where parents do not / cannot frown on their girls decking up and going out to dance with boys.

I think the sticks have some aphrodisiac effect as well.

Garba is a religious festival...Why even Muslim would like to go in that place if he does not respect our Gods??? So this is not quite a bad appeal althought it is harsh to say if they do any crime in this issue.

Ok this is my opinion .
This is a event organized by a private organization.Their daughters ,their rules.Perhaps they are creating this rules on the basis of their experience .You cant force them.
