A woman named Alexandra, who works in customer service on Kent Street, told news.com.au she was walking towards York Street about 1.55pm when she ran into a male friend who had overheard someone yelling “he has a knife”.

He told her there were “a lot of people running towards them”.

Alexandra said three groups of uniformed and undercover police then ran from behind her saying “He’s gone into Woolworths” among themselves.

The police were running towards the Woolworths Metro supermarket on York Street, she said.

Alexandra said concrete barriers have been erected on Clarence Street.

An uber driver who was on King Street near the Grace Hotel told 2GB Radio that he saw the terrifying incident unfold.

“Next thing I see this guy jumping over the car, over the bonnet … he had a knife in his hand,” the man said.

“He had a bit of blood on his shirt.

“There were police, people with their phone out, there were fireys trying to contain him.”

Witnesses say a fireman from a truck that happened to be at the scene leapt out with an axe in a bid to apprehend the man.

A NSW Fire and Rescue spokesman confirmed a crew was in the area and assisted police.

More to come.

Could be a crazy man saying it to kill him self or it could be a terrorist.

What what I heard on the radio he was agitated and dishevelled which usually points to drug use or mental health issues. Luckily he was stopped by public.

Armed man arrested in city's CBD with one woman injured

A woman's body has been found in a building on Clarence Street in central Sydney after a major police operation shut down part of the CBD.

Police investigating the death say it is not yet clear if it is connected with an earlier knife attack and pursuit in the city.

A police source told the ABC the dead woman appeared to have suffered stab wounds.

Police and ambulance officers are at the scene.

It comes after a man armed with a large knife was arrested after allegedly stabbing a woman, injuring her, about 2:00pm today, sparking a major police operation.

The injured woman was taken to St Vincent's hospital in a stable condition.

Video taken at the scene shows passers-by using chairs, a crowbar and a milk crate to apprehend the alleged offender, before he was arrested by authorities.

Police have asked people to avoid the area.

One witness told the ABC he was walking towards Wynyard Park when a man came running around the corner "with a long knife".

Video shows the man jumping onto a car roof in the middle of the street before being restrained by members of the public with milk crates and chairs.

"[He was] about three or four metres away from me, and then came about five or six other men chasing him," the witness said.

"They were armed with crowbars and one man had an axe and another man … I think had a firefighting implement.

"My immediate impression was that it was a scene from a crime show being shot, but then that quickly turned out not to be the case and the man ran down the road towards the cafe where patrons there must have tripped him up and they then put a milk crate over his head."

"There was a fair bit of force being applied to him at the time," the witness said.

NSW Police Superintendent Gavin Wood said the man had tried to stab the woman before trying to stab others.

"There has been, again, subsequent to that stabbing a number of attempted stabbings by the same offender and bearing in mind we have multiple crime scenes, we are in the infancy stage of this investigation," he said.

"The male offender was on his own and there was no other person complicit at this stage."

'These people are heroes'

Superintendent Wood lauded the actions of the bystanders who restrained the alleged offender and called them "heroes".

"They were brave and I can only use that word seriously — they were significantly brave people," he said.

"To approach a person with a mindset of obviously what this person did, with clear evidence of a stabbing previously, these people are heroes."

Police Commissioner confirms 'lone actor' attack, but offender had 'ideologies related to terrorism'

Police have confirmed Mert Ney, 21, was acting alone and this afternoon's stabbing is "not currently classed as a terror incident".

NSW Police Commissioner Mick Fuller on Tuesday evening said Mr Ney "is by definition a lone actor".

"Information was found on him that would suggest he had some ideologies related to terrorism... but he has no apparent links to other terrorist organisations," Mr Fuller said.

Mr Fuller suggested a USB drive contained content related to other mass killings in New Zealand and North America.

He also said Mr Ney's mental health history was known to police.

"It is not currently classed as a terrorist incident," Mr Fuller said. "As investigation continues we will reassess that."

Mr Fuller said a woman, 41, was stabbed on the street and a woman, 21, was found deceased in a unit block.

"All the information we have at hand would link these two crimes," he said.

He praised the three people who performed the citizen's arrest and said "it would have been terrifying carnage in and around that area", where Mr Ney was "brandishing a large butcher's knife and was clearly dangerous".

Mr Fuller said Mr Ney's "history was unremarkable compared to the gravity of the crimes he committed".

Police are currently examining a crime scene in Western Sydney where Mr Ney lives. Mr Fuller said police would investigate whether the incident was related to drugs or mental health, but that "it was a horrendous crime and he should pay for it".

They will investigate the last 12 months of Mr Ney's life to see why someone who was living with his parents and "turning his life around" would become "someone who is capable of such horrendous crimes".

Mr Fuller reiterated police were in the early stages of investigation and they would continue to look for other crime scenes.

"It is early and in an hour's time we might be stepping up here with a different story."

Islam preaches no terrorism. Saving a human is as if you saved entire humanity, and killing a human is like you killed entire humanity.

Punish this guy the maximum you can. Make him an example, a lesson for everyone.
