No more provinces.... Make divisions as 2nd tier of government, district as 3rd tier and municipalities as 4th tier of government.
Problem solved, no more 18th amendment crap. Divide the responsibilities between all 4 tiers of government.
No more Punjabi card, Sindhi Card, Balochi Card, Pashtoon card, and Mohajir card.

The government has tasked the Minister of Parliamentary Affairs, Azam Khan Swati, with initiating the process of creating a new Hazara province.

At present, Hazara is a region in the Khyber Pakhtunkhwa province, consisting of seven districts: Abbottabad, Battagram, Haripur, Mansehra, Upper Kohistan, Lower Kohistan, and Torghar.

I think this step reflects an increasing realization among Pakistanis that there is a need to divide the existing provinces into smaller, more manageable provinces.

If government wants to make more provinces then Punjab should be divided in four or five provinces
Like eastern Punjab western southern northern or divide Punjab in two provinces of equal population
Population of north Punjab is 90 million and South Punjab 20 million the party which wins North Punjab will be strongest
