Lolx we did abide by international obligations... and even now india has yet to hire a lawyer to represent them...

Pakistan was forced to provide consular access by ICJ - remember they were refusing that before the ICJ verdict. My point is , by giving in to such pettiness Pakistan government, while scoring some imaginary point within a section of its populace, ends up severely losing credibility.
Other examples are Lakvi et al - only when forced by FATF black listing they jail these terrorists.
