India thinks itself as a challenger eventually to Chinese power hence this initiative. Once India's GDP crosses $5 trillion, India will have surplus money to spend to counter China. The rivalry is going to grow more in future. The beneficiaries will be smaller states where both countries will vie for influence.

If the initiative is for improving India's economy and Indian well-being, then it is well positioned. If it is intended to counter Chinese influence, it is misguided.
