That is precisely the reason. Qatar may want to keep its M2k fleet for longer and consider upgrades. However, India seems the most likely buyer. The 12 odd Qatar Mirages + the 36 or so that the UAEAF may have available sooner would boost its fleet to 80+ and allow it to raise two or three new squadrons of the type.
Whenever the deal goes through(which wont be anytime soon IMO) The UAEAF M2k-9s would be in the exact state the ROSE Mirages were before purchase except with a little more stress on them. These birds were used extensively in training scenarios and have the wear on their wings(take an example of how wear and tear across the USAF F-16 fleet varies). But most importantly, the timeline for the deal depends a lot on the replacement for the UAEAF for the standoff attack capability. The Block-61 F-16s are not to be delivered until three years. Till then if the UAEAF has a smart leader, they will not let go of the capability that the Black Shaheen + M2K-9 provides.
Although in all honesty I see much more potential for these aircraft to end up with Qatar or India.

Australian Mirages were not stressed out? I thought they were produced from 67-79 and given upgrades in 80's.

But the chances of these birds ending up with the IAF seem higher than with the PAF. Considering the monetary situation here, and the preference of the Arabs for hard cash rather than "brotherhood" or "favours".

If these fighters become availalable. AND NO WAY WILL UAE give these up until all of their NEW F16s or RAFALES arrive ie 4 years to 6 years from today i suspect at $25 million each the indians will bite the hand off of the UAE.
iNSTANTLY the IAF would have nearly 90 mirage2000-5/9 . A FLEET equal in size and capability to PAFS future F16 fleet.
