I believe much blame is to given to the indian army and police for there weakness to defend themselves. I can understand that causalities is due to element of surprise.. however due to their professional training, Army and police should be able to control the situation much quickly by killing the terrorist.

These are the game like chor-police. For a chor to be success, It has to be innovative and stay a step ahead of the police. However its the need of the time for the police also to be innovative and be ready at all the times.
