If this EU force is to come into effect Germany-France will be deciding future of western Europe not Washington led NATO. Merkel's gamble to accept millions of refugees is a way to ensure Berlin remains the dominant economic power within EU. It already has the largest population in EU.

Non EU Balkan states, Eastern Europe & Caucasus states will be out for grabs. Caucasus, Ukraine-Bekarus will remain under Russian influence. Turkey-No EU Balkan states(Albania, Bosnia, Macedonia...) could form a Balkan alliance to emerge a third power block in the continent.
