I'm in no way saying the American 'Way' is Superior, as there are definitely many instances where the United States fails in strategic visage, namely the forced imposition of values on foreign countries. I think the issue of culture has to be taken seriously. What do i mean about this? Well, there are some cultures that are receptive to foreign concepts and ideologies , there are some cultures that are resistant. For example, let us compare South Korea vs Filipino vs Taiwanese vs Iraqi.
South Korea and Taiwan, two countries that are Confucian in nature, developed rather quickly after the conclusion of the 2nd World War as well as the Korean War. Why? Because both South Korea and Taiwan peoples have a culture of hard work, the confucian work ethic cannot be denied. The issue of order and collectivism is true in South Korea and Taiwan. This is why corruption issues were minor (not that it was non-existent), and that overall the two countries propelled themselves to economic success (the two original Asian Economic Tigers).
Now compare that with say the Philippines and Iraq. The Philippines also was a US colony, but why did the country not succeed as say South Korea and Taiwan? It is culture. The Philippines is not Confucian, does not have a strong confuian work ethic, and the Philippines has a very strong regionalistic culture where people from different parts of the islands think themselves superior to other islands, for example people from Manila / Luzon think themselves better as those from the 'provinsiya' in say the Visayas Islands, or the Mindanao Island. There are also so many languages in the Philippines, which is different to say Taiwan and South Korea, where the language spoken is Mandarin and Korean, respectively. Confucian Culture is receptive to change, that's what makes societies of Confucian order so very trans-formative, participative, and engaging. The issue of 'regionalism' is minor for Confucian-culture nations since we have a transcendentalist notion of the 'Collective Good' of the nation.
Now nations in the Middle East tend to also be very resistant to forced imposition. Iraqi political instability is the thesis of this.
