Indian prime minister Manmohan Singh will have a face-saving 'good news' to convey to Bangladesh prime minister Sheikh Hasina when the two meet in midtown Manhattan on Saturday.

He will tell Hasina of his government's resolve to introduce the 119th constitutional bill to operationalise the land boundary agreement between the two countries during the winter session of the parliament in December.

"The Prime Minister can tell her Bangladesh counterpart of the new found optimism in getting the bill passed in parliament," said a top Indian foreign ministry official.

The reason : West Bengal chief minister Mamata Banerji seems to have agreed not to oppose the bill.

After her party lawmakers oppose the bill in the last parliament session, foreign minister Salman Khurshid touched base with Mamata Banerji who set up a three-member committee of her party to negotiate with the central government on the issue.

The committee headed by former railway minister Mukul Roy has belatedly assured the Indian government that the Trinamul will not oppose the introduction of the bill .

"They say they still have reservations about the bill but they will not oppose it . Even if they don't vote in support, the bill will go through anyway," said a top Congress leader.

The BJP has already decided not to oppose the bill, despite initial reservations, after Bangladesh foreign minister Dipu Moni met BJP leader in Rajya Sabha (Upper House) Arun Jaitley during her last India visit and explained its importance for the ruling Awami League in an election year.

If Trinamul Congress also backs off from opposing the bill, only the Asom Gana Parishad, a regional Assamese party, will be left to oppose it.

Trinamul Congress had initially not opposed the Land Boundary agreement and the West Bengal chief secretary had written to Indian foreign secretary in August 2011 approving it.

That was when Mamata Banerji's party had already been in power for three months.

Her opposition perhaps follows her rupture with the Congress, following which her party withdrew from the UPA coalition .

The chief secretary's letter was recently flashed in the Indian media after Trinamul lawmakers opposed the bill's introduction in the Rajya Sabha.

Mamata has been roundly attacked in the India media , where commentators have strongly pushed for bill to be passed in newspaper, magazine and TV programmes in an unusual display of media consensus on a foreign policy issue despite the political divide.

Seems India has decided to help AL to win the election by intentionally choosing a time just before the election. All the Indian Parties seem to have formed an united front in this ploy to boost AL popularity.

Well, the passing of LBA will make BD people happy, but it will not give AL a serious boost in its popularity. Indians should start researching how to deal with Bangladesh and not with any individual party. This is what will serve its long term interest.

Looking at the degree enormous peril in which millions are suffering for decades, more quickly it is done it's better for us. India might lose a thousand more acres of land in the deal but an warm relationship with Bangladesh will bring her several more visible paybacks.

India will lose about 10,000 acres of land, but the enclave and border area people will live in peace. Most of the people living in enclaves inside BD will get BD citizenship and vice versa. BD people want a quick resolution of the LBA issue.

People (or just politicians) in India who have raised their concern about losing this 10000 acres of land have failed to understand the gravity of the importance of a cordial Indo-Bangladesh relationship.Nor do they care for the people who live in the enclaves and waiting for a solution for years.Ten thousand acres of land is nothing compared to the size of a country like India. It would not be irrelevant in this regard to assume that they do not understand the priority of a Teesta deal either.

With most likely BNP coming to the power,India just can not afford its Eastern neighbour to go hostile at this moment. The more quickly our leaders learn how to recuperate it's image in the eyes of ordinary Bangladeshis better for the stability in the region.

India won't loose any land...those pieces of land do not belong to India in the first place....they were assigned to Pakistan in 47!

Just like I had hoped int he other thread. The LBA was a no brainer. Hope this issue is sorted at the earliest.

i dont mind even if we lose 10,000 acres land to bangladesh for a warm relationship in return..its better than losing the land to a sez and lying vacant for years...but im skeptical about the stand of the current opposition regarding the bilateral relation with india..i dnt think no matter what they wont be friendly to india.so its natural that we choose sides..

That is a mistaken position to take.

Most BD Muslims do want mutually beneficial relations with India, despite what you may think.

For example, if the Indians prove reliable in providing the 500MW of power that was negotiated, then expect a BD government led by BNP to want to increase that in the future. Of course BD will never give India the power to hurt the BD economy too severely in the case of any large rupture in relations, but as the BD appetite for power expands then there would not be too much risk in allowing 10-15% of total BD demand to come from or through India.

It is really up to India now to show reciprocity because the BD government has shown a willingness to work with India.

If India wants to then BD/India economic relations can become good.

I can understand why Indians may think that the BNP is anti-India.

The BNP does criticise the Awami League as it perceives the other party to be too pro-India to the point of almost being an Indian puppet. In my opinion the Awami League are not exactly Indian puppets but they should understand that India is a sovereign state that will always do what it wants to for it's own national interest. This may sometimes hurt BD naturally.

Think of the BNP as being more as a party that does not actually like India but is willing to work with it for mutual benefits.

I gave the example of the electrical power supply that has started between India and BD and that is a good news! India could really benefit here in another way as BD would be interested in power from countries such as Nepal and Bhutan that have massive hydroelectric potential but very little domestc market. BD has rapidly growing demand but does not have the natural resources to be able to generate what it needs. India could easily earn hundreds of millions in just transit fees by allowing power from Nepal and Bhtuan to go to BD in the future.

No, I believe you are not aware that the total area of Indian enclaves inside Bangladesh is about 10,000 acres more than the area of Bangladesh land inside India. The LBA says BD will get all the Indian enclaves inside its territory, and vice versa. This is how BD will get this extra 10,000 acres of land from India.

Hope India gov and its ppl understand the value of this deal not by political standard only also because of humanitarian ground and future economical gain on both side.No matter who is in power if India actually go through finalizing this deal.it will improve anti India vibe the BD citizens are currently witnessing.
