From now Lebanon is officially responsible for every single shot coming from their side. They cant say they did not know, did not see and did not hear anymore. And the grant Israel the full right to respond against Lebanese army and government assets.

In addition that's official declaration that Lebanon is a failed state which is unable to control its own people.

What was the ratio then 5 civilians killed for every hizi or 3 or 4.

Thats not true. Total number of killed was about 1000 and number of killed hezies 500-700. So ratio is 1-1 at most. Virtually all killed civilians were from South Lebanon Shia villages which Hezbollah turned into its fortified bunkers and who did not left despite prior warnings.
