The civilization is built upon the moral society. It is pointless blaming the corrupt leaders where the nation is already at the lowest form of moral where the limit has been tested beyond. I won't list the examples as this is family forum. Corrupt leaders didn't appear from out of sky.

Again, it is same Pakistan where leaders get assassinated and encouraged hence the Presidential level security. Even if there is genuine leadership to takeover, he is not safe either. Take a example of J.F Kennedy from USA - the most developed and safest world of all the times.

If Pakistan is to host international teams at home, should PCB avoid offering Presidential level security then? That was the mistake PCB made in 2009 which to this day Pakistan cricket is isolated at home.
