I actually don't think Jammu wants to join Pakistan, nor does Leh (not sure about Kargil), but the only way to prove it is to hold a plebiscite there as well. There are hate mongers on both sides, to squash them and their narratives, this is the only solution.
PROBLEM IS too much blood have been flown from both side ... so the idea of any change from status quo is Utopian.
Plebiscite was possible within a few years of when it was proposed. After 65-71-siachin-kargil and current ongoing mini war its next to impossible.
One option is to Change LOC in IB with option of easy movement / visa free corridors for both sides of Kashmir.

Best option is convert loc to international boundary .

True and its unfortunate, but we can't keep going on like this, its already been 70 years, and its has kept both of our countries from being able to reach our full potential. Imagine where we both would have been had this issue never occurred or was resolved early on.

The problem is that even if you make the LOC into an IB, people that are demanding freedom will continue to demand it, the only difference will be that those people that are demanding to join Pakistan will change the stance to independence instead. so the violence will continue, more people will die, the Kashmiris in Pakistan will also rise up as they will think that Pakistan betrayed them.

Thats why i think a district wise plebiscite in all of J&K (Indian and Pakistani) under UN watch is the only viable solution, Anyway i hope for the best for all people.

Don't bring up Bangladesh, that country was too far to govern and is not contiguous with the rest of West Pakistan.

I suggest the Chenab Formula. India gets something out of Kashmir which is Hindu majority areas which is half of Jammu. The Rest of Kashmir goes to Pakistan.

India saves face. Pakistan gets roughly the Muslim majority area. Everyone is happy.

I don't think any Indian government will have the courage to discuss J&K solution, Modi can pull small stunt of stop over in Pakistan and get away with it but he will wet his dhoti by even thinking about backlash of his own saffron support base. Solution of J&K will come only when we will have visionary and courageous leadership in both countries which doesn't seem possible in foreseeable future.

I do like this idea of dividing J&K into few chunks i.e jammu, Kashmir, Leh/Laddakh, and Kargil, this is a clear win why would other parts suffer stunted growth just coz one of it's section is troubled.

Scenario 5 and 6 are being proposed.

“we cannot take Kashmir by force, and you cannot give it peacefully; we have to find a way to span the distance.”

Scenario 5 and 6, although fair proposals, involve ceding of territory by India (or by India and Pakistan both)- it's a non-starter

Musharraf's Four Point formula, with little modification, may be acceptable to the both governments as it does not involve redrawing of the boundaries or any loss of territory. It however does not give the Kashmiri people their right to self determination. So, it may not be acceptable to the Kashmiris.

The status quo will continue in Kashmir

No one apart from Swamy from BJP have spoken on this matter. Even Swamy is shying away from taking on Modi. He is blaming bureaucrats. :D

How do you know the Shias want nothing to do with Pakistan? Where is your proof? I heard the Shias of Kargil hate India. lol.

Hold your brains in place.

Kargil district of Ladakh section is Muslim majority even if it is a shia majority.
Leh district of Ladakh section is Buddhist majority, that can go to India.

Plebiscite by district wise is the only Solution to the Kashmir dispute.

I was thinking Plebiscite by district wise where India gets Leh district and most of Jammu. So India gets something out of it.
